The City of Bellevue, WA is seeking an experienced?HR Generalist who will?consult with their business partners (departments/customers) to achieve the optimum business performance, customer satisfaction and fiscal stewardship in the areas of recruitment & staffing, leave administration, employee relations and in conjunction with labor relations issues.?We are looking for a dynamic, highly motivated individual with great interpersonal skills, technical knowledge and proven experience in the HR?field.?

This position will be one of three HR?Generalists providing support to over 10 departments and 1200 employees.? The candidate must be knowledgeable of the federal and state?regulations used to ensure that compliance and best practices are achieved.??We?will be focusing on documenting?the?process flow of systems used by our HR Generalist to better optimize the efficiencies of the work we do, while eliminating the potential for?waste/errors/defects, and improve overall customer satisfaction.? It will be important that the individual hired have a good understanding of HR business process systems, have good collaborative skills to build positive relations?with multi-disciplinary teams/departments, and be able to engage our customers in a way that?provides the level of consultation needed?to educate,? inform, resolve, ?and/or provide the services or products needed/requested.?

HR Generalists are?subject matter experts (SME) in a variety of areas from recruitment & staffing, leave administration, employee relations and in conjunction with labor relation issues (grievances, mediation, arbitration).? This position will create job postings, source and partner with managers to develop offers of employment?in addition to providing support and guidance on all?leave administration and employee relations issues.

Essential Functions of the Job

Recruitment and Selection - Provides guidance and technical expertise in the recruitment and retention of staff. Shares industry trends of importance to attracting and retaining qualified candidates/employees with Departments.? Works with the hiring managers to develop effective marketing plans and selection processes to recruit and select talent.? Counsels hiring managers throughout the entire recruitment and selection process for all-level positions, ensuring follow-up with managers at each phase of the recruitment.?Coach internal employees on the interview process.?Work closely with Training Coordinator on providing training as needed.?

Employee Relations - Provide managers with technical HR guidance on handling performance issues, complaints and grievances, inappropriate behavior, and other aspects of employee issues that may arise.?Work on employee relations up to the point of termination.?Interpret policies and procedures in a consistent manner, ensuring precedence and past practice are taken into consideration.?Update employee relations data regularly on the secured drive.

Investigations - Oversee external or conduct internal investigations as required, ensuring all parties involved are notified of the pending investigation, all parties are interviewed, a summary of findings is prepared, an action plan identified and implemented, and all key players are provided a written summary of the findings or outcome.?Update outcome on the secured drive.

?

Leave Administration?- Oversee and monitor employment leaves, such as Family Medical Leave Act (FMLA), Family Care Act (FCA), unpaid leave, Americans with Disabilities Act (ADA), etc., and provide technical guidance to managers on how they can manage the leaves of their employees.?

Employee Records As needed, review employee data to be entered into the JDE HR/Payroll system and answer questions and guide staff as needed on the correct approach.?Ensure proper documentation associated with employment actions is generated and retained

?

Exit Interviews - Conduct exit interviews, distribute Exit Interview Worksheets to appropriate Human Resources staff, and following up with various departments as needed depending upon outcome of the exit interview.

?

Special Projects and Other Duties as Assigned - Coordinate and oversee special long-term and short-term projects as required and/or any other duties as assigned.

Education and Experience

  • Bachelors degree in Human Resources, Psychology, Public Administration,?Communications, Business, or related field.?
  • 5 years of?HR?professional related?experience (or an equivalent combination of education and experience).
  • Experience in public sector HR preferred.
  • IPMA-HR Certification, SPHR or PHR preferred?

Qualifications?

  • Knowledge of employment laws and the ability to apply federal, state, and local laws and internal policies, procedures, and contracts to all HR-related situations
  • Knowledge of and skill in developing and administering talent management models -- Recruitment & Staffing, Job Analysis, Develop/Deliver Assessment Services - Testing/ Interviewing/Evaluating competencies, Administering selection processes, ensuring compliance with policy and regulations.? Experienced in all facets of the?recruitment and selection process.
  • Knowledge of how to assess, coach, investigate and write employee relation reports; conduct investigations and prepare written findings; document performance issues and prepare responses to grievances, etc.
  • Knowledge of federal and state leave laws and leave administration practices.?
  • Skill in planning and delivering products and services efficiently and effectively.
  • Exceptional interpersonal and collaborative skills.
  • Excellent verbal, written, and?presentation skills.
  • Excellent customer service skills, including the ability to listen and assess the needs of the customer.
  • Skill in using MicroSoft Office - Outlook, Word, Excel and Powerpoint.? Must be comfortable and efficient with retrieving data from HRIS systems.
  • Ability to interact with employees at all levels of the organization in a professional, diplomatic manner.
  • Ability to work on cross-functional teams.
  • Ability to follow-through and follow-up on a regular basis.
  • Organization and detail-orientation skills, ensuring accuracy of information/data.
  • Ability to manage multiple projects and meet competing deadlines.
  • Ability to analyze statistical data and write reports.
  • Ability to maintain confidential information/data.
  • Considerable knowledge of current trends and practices of human resources administration.
  • Successful experience researching moderately complex issues and developing recommended action. ?
  • Ability to analyze and interpret HR related information.
  • Proven success in collaborating with diverse customers to form partnerships to achieve common objectives.
  • Ability to plan, organize and facilitate meetings.
  • Proven skills in listening to customer needs and communicating accurate information concerning process, policies and procedures.
