U.S. panel defends call to censor bird flu studies

CHICAGO (Reuters) - A potentially deadlier form of the bird flu virus poses one of the gravest known threats to humans and justifies an unprecedented call to censor the research that produced it, a top U.S. biosecurity official said on Tuesday.

The National Science Advisory Board for Biosecurity (NSABB) set off a furious debate in the scientific and public health communities in December when it asked the journals Nature and Science to censor two studies on new strains of the H5N1 virus that may make it more easily transmissible in people.

"The potential of this pathogen, in theory, exceeds anything else I can imagine," Paul Keim, acting chair of the NSABB, told Reuters in an e-mail.

Keim explained his personal decision to support censorship in this case in a commentary published on Tuesday in mBio, the journal of the American Society for Microbiology. The panel also published an explanatory piece in Nature and Science.

The panel cited fears that mutant versions of the H5N1 virus created by scientists at Erasmus Medical College in the Netherlands and the University of Wisconsin-Madison, could accidentally escape the lab or be used as a devastating form of bioterrorism.

The censorship decision was a first for the panel, and it drew scathing criticism from many researchers who say withholding the information will set scientists back in the search for potential treatments and hamper public health efforts to track the virus.

The researchers involved in the studies have agreed to a 60-day suspension of their work to allow governments and public health agencies to debate how it should best be handled. A meeting on the subject is scheduled for mid-February at the World Health Organization in Geneva.

Keim, who chairs the microbiology department at Northern Arizona University, said the panel considered evidence that bird flu kills about half the people it infects, a much higher mortality rate than the devastating 1918-19 outbreak of Spanish flu that killed up to 40 million people.

Making this deadly virus capable of easy transmission in people was "sobering," Keim wrote in mBio.

"A pandemic by such a pathogen could reasonably be concluded to cause such devastation that it should be prevented at all costs."

DOUBLE-EDGED RESEARCH

The NSABB was formed after a series of anthrax attacks in the United States in 2001. It advises the Department of Health and Human Services and other federal agencies about "dual use" research that could serve public health but also be a potential bioterror threat.

The National Institutes of Health, which funded some of the research, agreed with the panel's assessment and made non-binding recommendations to Science and Nature to withhold key elements of the work.

Writing in Nature and Science, the NSABB panel said the "unprecedented recommendation" took into account the potential benefits of publishing the works and the harms that could follow. "Our concern is that publishing these experiments in detail would provide information to some person, organization or government that would help them to develop similar mammal-adapted influenza A/H5N1 viruses for harmful purposes."

"We believe that as scientists and as members of the general public, we have a primary responsibility 'to do no harm'," the panel wrote.

First detected in 1997 in Hong Kong, H5N1 has devastated duck and chicken flocks in Cambodia, China, Egypt, India, Indonesia and Iran, and has reached the Middle East and Europe through wild birds.

So far, the virus cannot jump easily from person to person through airborne droplets, but scientists have been warning for years it could mutate into a deadlier flu strain.

Experiments done by Yoshihiro Kawaoka of the University of Wisconsin-Madison and The University of Tokyo, and Dr. Ron Fouchier from the Erasmus Medical Center in Rotterdam showed how it could happen. With just a few mutations, the teams made the virus easily transmissible between ferrets, which are used in the "lab to predict how flu viruses will behave in people.

In Fouchier's experiments, the virus proved to be highly transmissible and highly deadly in ferrets. In Kawaoka's experiment, the mutated virus was highly transmissible but not as deadly, raising questions about why the panel decided both papers should be censored.

In Nature, Keim answered questions about the Kawaoka paper in detail, saying that although the virus was not as deadly as Fouchier's, there were still risks.

"The fact that Kawaoka's specific virus and mutations might not be the feared H5N1 pandemic strain is not the point. It is that this laboratory created a virus that has now bypassed apparent barriers to evolution in the wild," Keim wrote.

"If this virus were to escape by error or by terror, we must ask whether it would cause a pandemic. The probability is unknown, but it is not zero."

Vincent Racaniello of Columbia University, who wrote a commentary in mBio opposing the panel's decision, points out that it is still not known whether the ferret-adapted virus in either experiment is lethal or transmissible among humans.

He said altering viruses so that they can live in lab animals is often used as a strategy for making a virus weaker and less suitable for living in people.

And Racaniello worries about the precedent of publishing parts of studies without revealing how the work was done, making it harder for other scientists to validate the work.

Keim said in an e-mail he agrees that ferrets are not 100 percent predictive of human disease, but that they are still the best model scientists have for predicting whether a flu virus will be capable of infecting people.

"To gamble that this model is wrong on this issue is very dangerous," Keim said. "Why would we risk a global pandemic saying that our best model is wrong?"

Winter cold snap kills 36 in eastern Europe (AP)

BELGRADE, Serbia ? A severe and snowy cold snap across central and eastern Europe has left at least 36 people dead, cut off power to towns, and snarled traffic. Officials are responding with measures ranging from opening shelters to dispensing hot tea, with particular concern for the homeless and elderly.

This part of Europe is not unused to cold, but the current freeze, which spread to most of the region last week, came after a period of relatively mild weather. Many were shocked when temperatures in some parts plunged Monday to minus 20 Celsius (minus 4 Fahrenheit).

"Just as we thought we could get away with a spring-like winter ..." lamented Jelena Savic, 43, from the Serbian capital of Belgrade, her head wrapped in a shawl with only eyes uncovered. "I'm freezing. It's hard to get used to it so suddenly."

Officials have appealed to people to stay indoors and be careful. Police searched for the homeless to make sure they didn't freeze to death. In some places, heaters will be set up at bus stations.

Still, 18 people, most of them homeless, died in Ukraine from hypothermia and nearly 500 people sought medical help for frostbite and hypothermia in just three days last week, the Emergency Situations Ministry said.

Temperatures in parts of Ukraine fell to minus 16 C (3 F) during the day and minus 23 C (minus 10 F) in the night. Authorities opened 1,500 shelters to provide food and heat and closed schools and nurseries. More than 17,000 people have sought help in such shelters in the past three days, authorities said.

In Poland, at least 10 people froze to death as the cold reached minus 26 C (minus 15 F) on Monday.

Malgorzata Wozniak, a spokeswoman for Poland's Interior Ministry, told The Associated Press that elderly people and the homeless were among the dead. Police were checking unheated empty buildings for homeless people they could take to shelters.

Warsaw city authorities decided to place more than 40 heaters in the busiest city transport stops to help waiting passengers keep warm.

City authorities in the Czech capital of Prague set up tents for an estimated 3,000 homeless people. Freezing temperatures also damaged train tracks, slowing railway traffic.

In central Serbia, three people died and two more were missing, while 14 municipalities were operating under emergency decrees. Efforts to clear roads blocked by snow were hampered by strong winds and dozens of towns faced power outages.

Police said one woman froze to death in a snowstorm in a central Serbian village, while two elderly men were found dead, one in the snow outside his home. Further south, emergency crews are searching for two men in their 70s who are feared dead.

In Bulgaria, a 57-year-old man froze to death in a northwestern village and emergency decrees were declared in 25 of the country's 28 districts. In the capital of Sofia, authorities handed out hot tea and placed homeless people in emergency shelters.

Strong winds also closed down Bulgaria's main Black Sea port of Varna, while part of a major highway leading to Bulgaria and Greece from Turkey was closed after a heavy snowfall. Nearly 200 Turkish Airlines flights to and from Istanbul's Ataturk Airport were canceled, and a city sports hall was turned to a temporary shelter for some 350 homeless people.

The temperature in Turkey's province of Kars, which borders Armenia, dropped to minus 25 C on Sunday night.

The situation was similar in Romania, where reports said four people have died because of freezing weather. There, authorities sent prison inmates to shovel snow and unblock paths leading to a shelter with some 300 stray dogs and puppies.

Weather forecasts say the cold snap will continue.

"We are getting some 'real' winter this week," Croatian meteorologist Zoran Vakula said.

World stocks fall ahead of EU summit (AP)

LONDON ? World stock markets fell Monday as uncertainty about a tentative deal to resolve Greece's debt crisis weighed on investor sentiment ahead of a summit of European leaders.

The leaders gathering in Brussels hope to focus on how to stimulate economic growth and create jobs at a time when huge government spending cuts threaten to push many countries back into recession.

The latest data showed Spain was one step closer to recession ? technically defined as two consecutive quarters of economic contraction ? after its economy shrank in the last three months of 2011.

Experts say Europe's efforts to cut its high levels of debt will be for nothing if its economies remain uncompetitive. The leaders will also discuss a new treaty on tightening budget controls and setting up a permanent bailout fund.

But the meeting will be dominated by another topic that is not officially for discussion ? Greece's debt problem.

Greece has reached a tentative deal with its private creditors that could avert a disastrous default this spring. Investors holding euro206 billion ($272 billion) in Greek bonds would exchange them for bonds with half the face value. The replacement bonds would have a longer maturity and pay a lower interest rate. When the bonds mature, Greece would have to pay its bondholders only euro103 billion.

But because Greece has been in recession for years, some experts fear it could need more rescue loans from its bailout partners ? other eurozone countries and the International Monetary Fund ? if it is to remain solvent.

Richer countries like Germany, however, are losing patience with giving Athens loans, saying the Greek government is not implementing reforms and austerity cuts quickly enough.

A German official even proposed to have an EU official directly oversee Athens' government spending. The idea was quickly rejected, however, by both the European Commission and Greek leaders.

Despite progress in Greece's debt talks with private creditors, the continued uncertainty over its finances pushed markets lower Monday.

Britain's FTSE 100 fell 0.8 percent to 5,689.76 and Germany's DAX lost 0.9 percent to 6,4552.51. France's CAC-40 shed 1.1 percent to 3,281.48. Wall Street was also headed for a lower open, with Dow Jones industrial futures falling 0.6 percent to 12,533 and S&P 500 futures down 0.8 percent to 1,302.50.

Sentiment, which has been relatively buoyant so far this year on hopes for a recovery in the U.S., was also dented by Fitch Ratings agency's announcement late Friday that it had downgraded five eurozone countries, including Italy and Spain.

Looking ahead, investors will keep an eye on an Italian bond auction and more earnings, which were mixed Monday in Europe ? airline Ryanair beat expectations but appliances maker Philips disappointed.

In Asia, most indexes closed lower as investors there reacted to Friday's release of data showing the U.S. economy grew more slowly than expected in the last three months of 2011. The U.S. economy grew at an annual rate of 2.8 percent in the October-December quarter, lower than the 3 percent that economists were expecting.

Japan's Nikkei 225 index shed 0.5 percent to close at 8,793.05. South Korea's Kospi was 1.2 percent lower at 1,940.55 and Hong Kong's Hang Seng dropped 1.7 percent to 20,160.41. Australia's S&P/ASX 200 lost 0.4 percent at 4,272.70.

Benchmarks in mainland China, Singapore, Indonesia, India and the Philippines also fell. Taiwan and New Zealand rose.

Japan's Mitsubishi Electric Corp. plummeted 14.8 percent after the Defense Ministry and the Cabinet Satellite Intelligence Center said they would not sign contracts with the electric machinery manufacturer, which acknowledged it had overcharged on defense and space-related projects, Kyodo News agency reported.

Traders are awaiting more data this week for clues about which way the U.S. economy is headed. On Wednesday, the Institute for Supply Management will release its manufacturing index for January and the U.S. Labor Department will release monthly employment data Friday.

"Because the market has been expecting rather good economic data from the U.S. ... I am afraid if those figures disappoint the market, it may trigger further correction in the stock market," said Louis Wong, dealing director of Phillip Securities Ltd.

Benchmark oil for March delivery was down 60 cents to $98.96 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 14 cents to end at $99.56 per barrel on the Nymex on Friday.

In currencies, the euro fell to $1.3129 from $1.3208 late Friday in New York. The dollar fell to 76.70 yen from 76.72 yen.

Lagarde sees euro zone progress, need for firewall (Reuters)

DAVOS, Switzerland (Reuters) ? Europeans are making progress to overcome the euro zone crisis but need to do more to boost their financial firewall, International Monetary Fund Managing Director Christine Lagarde said on Saturday, adding that the IMF is also ready to help.

"There is work under way. There is progress as we see it," Lagarde told a panel discussion at the World Economic Forum.

"But it is critical that the euro zone members actually develop a clear, simple, firewall that can operate both to limit the contagion and to provide this sort of act of trust in the euro zone so that the financing needs of that zone can actually be met."

Lagarde, who made a strong plea in Berlin on Monday for a bigger firewall, added there would be need for IMF funds to help the euro zone.

Russia to delay space mission due to technical problems (Reuters)

MOSCOW (Reuters) ? Russia plans to delay the next mission carrying U.S. and Russian astronauts to the International Space Station by several weeks due to problems with the spaceship's descent vehicle, Interfax news agency quoted an industry source as saying Friday.

The expected delay follows a series of technical mishaps that marred Russia's celebration of 50 years last year since Yuri Gagarin's pioneering first human space flight.

The space industry source told Interfax that the launch, originally set for March 30, would be delayed by several weeks, possibly until May.

The source added the shell of the descent vehicle, used to carry astronauts to the surface of Earth or other celestial bodies, broke during testing ahead of the take-off.

"This descent vehicle can no longer be used in a manned flight," said the source. "Therefore the launch of the Soyuz TMA-04M will have to be rescheduled until the second half of April or the first half of May."

The Soyuz was meant to carry Russian cosmonauts Gennady Padalka and Sergei Revin as well as U.S. astronaut Joseph Acaba to the ISS, a $100 billion research complex that orbits about 240 miles above Earth.

Alexei Krasnov, in charge of manned flights at Russian state space agency Roskosmos, told Itar-Tass there was a defective element in the descent vehicle. He said a decision might be made as soon as next week to push back the launch date.

Separately a space industry source told Itar-Tass that Saturday's launch of Dutch telecommunications satellite NSS-14 would also be delayed for the second time because of problems with the Proton-M carrier rocket.

It had first been planned for December 26, but was rescheduled for January 28. The new launch date has not yet been set.

The Proton-M has failed in the past and it was temporarily suspended after one of the rockets proved to be the cause behind the loss of a $265 million satellite last year.

Rick Scott Defends Capitalism, Mitt Romney By Invoking Holocaust

Florida's unpopular Republican Gov. Rick Scott compared criticism of capitalism -- in particular, attacks on former Massachusetts Gov. Mitt Romney's record at Bain Capital -- to Nazi persecution during the Holocaust on Thursday, warning business leaders not to remain silent.

According to the Miami Herald, at a board meeting with a group of Florida's private business leaders, Scott urged people to speak up, paraphrasing a famous statement on complacency during the Nazi era: "I've got a quote in my office," he said. "First they came for the Jews, and I wasn't a Jew so I didn't say anything."

Romney has recently come under fire for his work with private equity firm Bain Capital.

"We've got to defend the freedom of the free market," Scott said. "If we don't defend the free market, they'll pick on somebody. Now they're picking on Bain Capital, then they'll pick on somebody else."

Later, Scott clarified his remarks to reporters, saying that he had used the quote to illustrate how capitalism must always be defended.

"I have the quote in my office, and the reason is I have it is, we all have to think about watch(ing) what's going on out there," Scott said.

"Look at what's happening in our society," he added. "I believe the free market is good for families. And I believe we should defend the free market. When you see somebody being attacked because they believe in the American Dream, we need to go out and say, gosh I would like to live the American Dream. All of us would like to live that American Dream."

Although his statements would appear to be in support of Romney, who has faced vicious attacks from his rivals about his business record, Scott has made clear he will not be endorsing a GOP presidential candidate ahead of the state's Jan. 31 primary.

"I think the right thing to do is to have these candidates come and campaign, he said during an appearance on Fox News.

Given his unpopularity in the state, the candidates may be grateful that he's not aligning himself with any one of them.

TV audience drops for Obama's State of Union speech (Reuters)

LOS ANGELES (Reuters) ? Almost 38 million Americans watched President Barack Obama's State of the Union speech live on television - about 5 million fewer than in 2011, according to TV ratings figures on Wednesday.

The Nielsen company said Obama's speech on Tuesday night, in which he defended his record while demanding higher taxes on the wealthy, was carried live on 14 networks, and was seen by 37.7 million TV viewers.

Last year, the TV audience for the address was 42.7 million, while 48 million watched Obama deliver his first State of the Union speech in 2010.

My pajamas include a couple quintessential features that any sleeping outfit must satisfy. Pajamas must be soft?they can?t be made of any stiff fabrics, and can?t include zippers, divots, buckles, or rigid hemlines. Pajamas also can?t be claustrophobically tight-fitting (though that doesn?t mean they should be off-puttingly baggy, either). In other words, the primary difference between pajamas and daytime clothes is that pajamas are optimized for comfort, while everything else prizes aesthetics first. While jammies can?and often do!?look good, they can?t do so at the expense of feeling good.

Federal appeals court to hear NASCAR drug case (AP)

RICHMOND, Va. ? A federal appeals panel in Virginia is set to hear arguments in former racecar driver Jeremy Mayfield's lawsuit against NASCAR over his suspension for failing a random drug test.

Mayfield is asking the 4th U.S. Circuit Court of Appeals to reinstate his lawsuit. A federal judge dismissed the suit, ruling that Mayfield signed documents that waived his right to sue.

NASCAR suspended Mayfield in 2009 after he failed a drug test at Richmond International Raceway. He sued NASCAR, its owner and the drug testing company for defamation, unfair and deceptive trade practices, breach of contract and negligence.

Mayfield has argued that a combination of over-the-counter allergy medication and the prescription drug Adderall led to a positive test.

In November, Mayfield was arrested in North Carolina and charged with possessing methamphetamine.

Ben Kingsley delivers a fine supporting performance as Georges Melies, and the resolution of his secondary, but intertwined plot, impacts in an equally big way.Sacha Baron Cohen's Station Inspector is a barrel of laughs, especially his vernacular when it comes to insulting the various characters of the station, and Chloe Moretz shines once again.Being so passionate about movies, the Melies storyline and history carried even greater meaning to me, as I've recently been listening to Raphael Shargel's 'Understanding Movies', with the first chapter being devoted to the Lumiere brothers and Georges Melies. Getting more of the history behind, and actually seeing works such as 'Arrival of a Train' and 'A Trip to the Moon' had me invested that little bit more.This would make a perfect double feature with 'Cinema Paradiso'!

(AP) ? Down four match points and hobbling on her injured left ankle, defending champion Kim Clijsters somehow rallied for a dramatic 4-6, 7-6 (6), 6-4 win over Li Na at the Australian Open on Sunday.

Clijsters was in pain from the ankle she twisted in the seventh game. Li was just a bundle of nerves. The French Open champion failed to serve out the fourth-round match at 5-4 in the second set, but then led 6-2 in the tiebreaker. Again Clijsters refused to yield.

"I said in my mind, keep fighting," Clijsters said. "You never know what happens on the other side of the court."

Rafael Nadal and Roger Federer stayed on course for a semifinal meeting in matches either side of Clijsters's win at Rod Laver Arena. Federer ended the run of Australian teenager Bernard Tomic 6-4, 6-2, 6-2, while Nadal won in straight sets too, beating fellow Spaniard Feliciano Lopez 6-4, 6-4, 6-2.

Top-seeded Caroline Wozniacki and Jelena Jankovic were playing later Sunday, with the winner to face Clijsters.

Li's best chance to win the match ? and gain revenge for her three-set loss to Clijsters in last year's final ? came on her fourth match point.

Clijsters played a poor drop shot, giving her opponent the chance to put the ball into the open court. Instead, Li tentatively hit the ball almost straight back to Clijsters, who sent up a perfect lob that dropped just inside the baseline.

"Of course I was nervous," Li said. "If you're nervous, you could not think too much, right?"

Clijsters won six straight points to take the tiebreaker and the first four games of the deciding set.

"I'm not saying that that forehand drop shot was a good choice, but you make decisions. Luckily, that one turned out OK," Clijsters said. "I think she was a little bit lost or maybe a little bit confused at that time."

Clijsters then overcame a wobble of her own, losing her serve at 5-2 in the third set, before finally closing out the fourth-round match on her second match point.

Li broke down in tears at the end of her post-match news conference.

"Maybe 6-2 up in the tiebreak I was a little bit shocking," she said.

Clijsters was hurt in the first set while serving at 3-all and 30-all. As she hit a forehand, her left foot got stuck on the surface and the ankle twisted awkwardly.

She got up to finish the point but then immediately called for the trainer and had the injury strapped.

Clijsters' movement was clearly slowed when she resumed but, playing in her last Australian Open before quitting tennis at the end of the season, she said she didn't want to bow out in Melbourne with a retirement.

"I knew if I could just try to let the medication sink in or if I could get through the first 20 minutes, half hour, I think the pain would go away a little bit and then maybe with the adrenaline I could just fly through it."

The injury seemed to affect Li just as much. The 29-year-old, who won last year's French Open to become the first player from China to win a Grand Slam singles title, looked increasingly stressed as the match progressed.

After 2 hours, 23 minutes, she netted a backhand to put Clijsters through to the quarterfinals. The Belgian said she was hopeful her ankle would hold up after ice treatment.

Federer hasn't lost to a teenager since 2006 and that run continued Sunday as he disappointed the home crowd with a comprehensive win over the 19-year-old Tomic.

Tomic had beaten seeded players Fernando Verdasco and Alexandr Dolgopolov in earlier rounds, but Federer was a step-up in class. The 16-time Grand Slam champion broke six times as he set up a quarterfinal against 11th-seeded Argentine Juan Martin del Potro.

"I thought I played a really good match," said Federer, through to his 31st straight Grand Slam quarterfinal. "I knew I had to. Anything else wouldn't have done the job tonight."

Nadal was almost as convincing in his win over Lopez. The 2009 champion had his right knee heavily strapped and had his left ankle taped after three games of the first set but afterward said he was "fine."

Nadal plays Tomas Berdych next, hoping to avoid a third straight quarterfinal loss in Melbourne. Defending the title in 2010, the Spaniard retired with a knee injury against Andy Murray. A year ago, he was hampered by a hamstring problem in a straight-sets loss to David Ferrer.

"Hopefully not happen this time," Nadal said. "I had a bad experience last two years here. It's tough have to go out of a tournament like Australia in quarterfinals."

Berdych beat Nicolas Almagro of Spain 4-6, 7-6 (5), 7-6 (3), 7-6 (2). Former U.S. Open champion Del Potro easily defeated Philipp Kohlschreiber of Germany 6-4, 6-2, 6-1.

Victoria Azarenka was the first player to reach the quarterfinals when she beat Iveta Benesova 6-2, 6-2. The third-seeded Belarusian is yet to drop a set at the tournament and will next meet eighth-seeded Agnieszka Radwanska.

With the win, 22-year-old Azarenka stayed in the hunt for the No. 1 ranking. Petra Kvitova and Maria Sharapova can also claim the top spot from Wozniacki.

"I would be a liar if I said I didn't care about it," Azarenka said.

Texas formally introduces Japanese pitcher Darvish (AP)

ARLINGTON, Texas ? Yu Darvish leaned over and looked at his name and the No. 11 on the back of his Texas Rangers jersey. Then he looked up and smiled.

"Excited, that's all I feel right now," Darvish said through a translator. "Just excited going forward."

Japan's best pitcher is now officially a member of the two-time defending American League champions, with his formal introduction Friday night in Texas coming two days after the right-hander agreed to a six-year contract that guarantees him $56 million.

The 25-year-old Darvish, who exceled in Japan's Pacific League the past seven seasons, said he wasn't prepared to go into specifics about the several different reasons why he decided to make the move to United States now.

But he said he felt no pressure and planned to keep an open mind and be relaxed ? with his new team and in a new country.

"I have no worries," he said. "What I'm looking forward to is a different environment, a different league and different hitters. I'm looking forward to it full of excitement."

There is a lot of excitement in Texas, where fans are hoping Darvish is the missing piece that will help lift the Rangers to their first World Series title.

The Rangers spent more than two years scouting Darvish and getting to know him personally before committing more than $107 million to get him. On top of his contract, they had to pay a record $51,703,411 posting bid to the Hokkaido Nippon Ham Fighters, Darvish's team in Japan.

Rangers pitchers and catchers are scheduled to report to spring training in Arizona on Feb. 22, and Darvish said he was planning to immediately return home to Japan.

Darvish said he would continue with his offseason workouts there and hold another news conference to express his feelings to fans in Japan.

Joe Furukawa, a Rangers scout in the Pacific Rim and one of their primary contacts with Darvish over the last couple of years, will spend this season with the pitcher to help his transition to the major leagues and the United States. Furukawa sat to his right on Friday night and served as the translator during the bilingual news conference.

Darvish smiled often during the question-and-answer session, though he said he wasn't prepared yet to say anything in English.

The press conference was broadcast live in Darvish's homeland, where it was Saturday morning. It was held in a much bigger room that is part of the team's Hall of Fame area at Rangers Ballpark, instead of the usual interview room down the hall from the clubhouse.

Among those sitting in the front row were Ray Davis and Bob Simpson, the oil-and-gas billionaires who are co-chairmen of the Rangers ownership group, and slugger Josh Hamilton. Simpson smiled when he walked in and saw the room full of international media.

"We've had a lot of big moments on the field the last couple of years, in October and the things we've accomplished," general manager Jon Daniels said while introducing Darvish. "There haven't been many bigger off-the-field moments than what brings us here."

After the news conference, the 6-foot-5 Darvish donned his new jersey and went on the field, where he stood on the mound and tossed a couple of balls toward the plate.

Highlights of Darvish's career in Japan were being shown on the huge videoboard high above right field. The two-time Pacific League MVP had a 93-38 record and 1.99 ERA in 167 games.

The electronic ribbon boards around the stadium were lit up with Darvish's image with his number and name, switching back and forth between English and Japanese.

Darvish's contract is worth up to $60 million including bonuses and incentives, but there was one thing he apparently didn't get in his deal after standing on the mound and looking out to the right-center field fence in his only other visit to Rangers Ballpark two weeks ago.

"It seemed a little close, I asked my GM if they could back that up a little bit, not sure where they are on that," he said.

When asked about that, Daniels laughed and motioned toward Hamilton.

"I don't think Josh wants us to move them back," Daniels said. "We'll let them arm wrestle and figure it out."

Hamilton was one of his new teammates that he met during his trip to Texas earlier this month.

"He has confidence in his ability and all the things he does as a player," Hamilton said. "I think he's going to enjoy it here and is going to have a good time."

Darvish arrived about three hours earlier at Dallas-Fort Worth Airport, where he was greeted by a large group of media cameras and a handful of Rangers fans.

There was a bit of a stir created by the photos of the arrival, when Darvish wore a T-shirt with the phrase "I Will Survive" surrounding the image of a Japanese Maple Leaf, which looks similar to a marijuana leaf.

"In Japan, anything that's like a T-shirt with English words on it," he said. "We just tend to wear it, we don't really actually know what it means."

Italy returns 2,000 year-old statue to Libya (AP)

TRIPOLI, Libya ? Italy has returned to Libya the head of a 2,000 year-old statue that was smuggled out of the country in the 1960s.

Prime Minister Mario Monti gave the sculpted head of Domitilla Minor, the daughter of Roman emperor Vespasian, to Libyan authorities during his trip to Tripoli on Saturday.

The sculpture was taken from Libya's northwestern city of Sabratha in the 1960s, and recently auctioned at Christie's.

Monti was making his first visit to Libya since the capture and killing of longtime leader Moammar Gadhafi in October.

Madagascar: Coup leader wants to fly rival home (AP)

ANTANANARIVO, Madagascar ? After blocking an attempt by Madagascar's exiled president to fly to the Indian Ocean island, the man who ousted him says he wants to send a plane to South Africa to pick up Marc Ravalomanana and bring him home to be arrested.

South Africa, which has hosted Ravalomanana in exile and been trying to mediate between him and his rival Andry Rajoelina, is unlikely to allow that step, which was outlined in a statement issued late Saturday by Rajoelina's office.

Rajoelina toppled Ravalomanana in 2009 and now leads a unity government charged with preparing for elections next year. Saturday's events raise questions about whether Madagascar's factions are ready to move forward.

Rajoelina's statement said authorities were determined to carry out an arrest warrant issued after a court last year convicted Ravalomanana in absentia of conspiracy to commit murder in a case related to the turmoil during the overthrow that forced him to leave. Ravalomanana called the tribunal illegitimate.

Authorities in Madagascar "wish to send a special plane to Johannesburg to bring Marc Ravalomanana to Madagascar so that he be brought to ... justice," Saturday's statement said.

Early Saturday, Ravalomanana, his wife, aides, journalists and several ordinary passengers boarded a commercial flight from South Africa to Madagascar's capital, Antananarivo. Four hours later, after having turned around mid-flight, the plane was back in Johannesburg.

The statement from the presidency late Saturday said Antananarivo airport in central Madagascar was closed because of security concerns after large crowds of Ravalomanana supporters gathered there. The statement said the pilot of the South African plane was told to land at an airport on the island's west coast.

The change "was not only to allow judicial police to carry out the arrest warrant against Mr. Marc Ravalomanana, but also and especially to allow the situation to return to normal" in the capital, the presidential statement said.

Ravalomanana supporters dispersed relatively peacefully Saturday, and the capital was calm Sunday.

Ravalomanana has said he wanted to return to work for peace and democracy in Madagascar, and that he would participate in proposed elections. Aides had said he would meet with South African officials about Saturday's developments. There was no word Sunday on the outcome of any talks.

Researchers find gene critical to sense of smell in fruit fly

Fruit flies don't have noses, but a huge part of their brains is dedicated to processing smells. Flies probably rely on the sense of smell more than any other sense for essential activities such as finding mates and avoiding danger.

UW-Madison researchers have discovered that a gene called distal-less is critical to the fly's ability to receive, process and respond to smells.

As reported in the current issue of the Proceedings of the National Academy of Sciences, the scientists also found evidence that distal-less is important for generating and maintaining self-renewing stem cells in the large brain structure that's responsible for processing odors and carrying out other important duties.

The corresponding gene in mammals and humans, called Dlx, is known to be important in the sense of smell. The Dlx gene has also been implicated in autism and epilepsy. By studying how distal-less works in fruit fly neurons, the scientists also hope to expand understanding of Dlx.

"We're really interested in knowing at a very fundamental level what distal-less is doing in the fly olfactory system and how it's doing it," says senior author Dr. Grace Boekhoff-Falk, associate professor of cell and regenerative biology at the School of Medicine and Public Health. "We're also hoping that what we learn in flies can give us a better understanding of how Dlx works in vertebrates, including humans."

Studying distal-less is much easier than studying Dlx, she adds, partly because mice and humans have six Dlx genes while flies have only one distal-less.

Odors enter fruit flies through nerve cells designed to receive smells--olfactory receptor neurons. From receptor neurons, projection neurons relay olfactory information to the large brain structure called the mushroom body (MB), which then triggers the animals to move in the right direction?towards the fragrance of food, for example, or away from the odor of a predator.

Boekhoff-Falk and her group have studied distal-less (dll) for years, previously investigating its role in the fruit fly hearing system and its limb development.

The current studies of the olfactory system were done in larvae rather than the more typically studied adult flies. Dissecting the younger, smaller flies demands the steadiest of hands, but the payoff is that larvae offer a substantially simpler view of brain development and wiring as well as insights into events occurring extremely early in development.

The researchers found dll was required for the development and growth of multiple cell types in the olfactory system, including those that receive, relay and process olfactory information. Dll must work for normal olfactory behavior to occur in larvae. And when dll is defective, the sense of smell is not present.

Zeroing in on the MB, the UW researchers also discovered an essential relationship between dll and the longest-living and most prolific neural stem cells found in fruit flies.

Boekhoff-Falk's team found that in flies with a mutated version of dll, these neural stem cells failed to proliferate. No other scientists have observed such strong defects in these cells at such an early stage.

The scientists identified markers that will allow them to learn how the stem cells decide which specialized cells they will become and how their growth may be regulated.

"We want to identify the niche, or the stem cell microenvironment, and the cells there that supply growth inputs needed to keep the stem-ness of the cells," she says.

Boekhoff-Falk believes the parallels to human stem cell biology may be strong. "Our model may be useful for further analysis of how this gene regulates stem cells," she says.

The experiments also opened the door to a better understanding of the evolution of the sense of smell.

"The prevailing view is that fly and mammal olfactory systems evolved independently, multiple times over history," says Boekhoff-Falk, who has a long-standing interest in evolutionary biology. "But our work challenges that view. We think that when it comes to the olfactory system there may be a common ancestor shared by flies and mammals."

Earlier work by others had shown that the "wiring diagrams," or the arrangements of nerves, involved in olfaction in flies and mammals are similar. However, this was attributed to convergent evolution, the process by which unrelated organisms independently evolve similar traits as a result of having to adapt to similar environments, rather than shared ancestry.

The new work from Boekhoff-Falk's group suggests that the underlying genetic mechanisms used in the developing olfactory systems of flies and mammals are similar.

"This supports the idea that the last common ancestor already had some form of olfactory system," she says, "and that the overall architecture and key elements of the underlying genetics have been well conserved over time."

The long-shared similarity makes studies of fly genes in the olfactory system more relevant to human disease than previously thought, she says.

All told, the findings make the fruit fly a powerful model for investigating dll function.

"We think these studies have the potential to be highly relevant to human biology," says Boekhoff-Falk.

"The chief of naval operations has challenged us to meet the Navy and Marine Corps' vision for 2025," said Rear Adm. Matthew Klunder, chief of naval research. "Our goal is to bring the right people together to deliver innovative capabilities for Sailors and Marines and to solve emerging S&T challenges for future forces."

This year's event will be held at the Hyatt Regency Crystal City at Reagan National Airport in Arlington, Va. Registration will open in the spring.

The conference offers a chance for members of industry, academia and other government agencies to meet with ONR leaders and program managers, and investigate possibilities for collaboration. It typically draws about 2,000 attendees and provides a forum for high-level speakers, such as the secretary of the Navy and deputy director, White House Office of Science and Technology Policy, to convey crucial information and important announcements.

Mormon Bishops: Responsibilities, Process and Pay (ContributorNetwork)

Former Massachusetts governor Mitt Romney, now the Republican frontrunner for the presidential nomination, was also a bishop in the Church of Jesus Christ of Latter-Day Saints -- the Mormon church -- during the 1980s. Romney is still a member of the church, although he no longer serves as a bishop.

The editorial staff of The Week recently reviewed a book called "The Real Romney," by Boston Globe reporters Michael Kranish and Scott Helman, which accused him of threatening a single mother with excommunication from the church if she didn't give up her child for adoption. But probably the best summary of Romney's time spent as a bishop comes from Mormon writer Joanna Brooks, who compiled a list of links to accounts and explained Mormon culture and organization.

Because the Mormon church is very different from other Christian denominations, here are a few things to understand in order to make sense of these accounts:

Mormon bishops are lay members

Romney did not attend a theological seminary, or receive any formal training for his calling as bishop. With rare exceptions, he and other bishops are completely untrained in counseling, and are taught that God will show them how to handle complex spiritual and emotional issues despite that.

(What Mormons call "Seminary" is not the same as the theological seminaries where other churches' pastors and ministers are trained. It is, instead, a high-school age religion course for Mormon teenagers.)

Mormon bishops are unpaid

The Mormon church's General Authorities, or top-level leaders, receive an undisclosed "stipend," and the church pays other full-time employees (like Seminary teachers). Bishops, however, are unpaid, and must work at other jobs on the side, while paying a 10 percent tithing like all other members.

Mormon bishops aren't chosen by their congregations

Every few years, the Mormon church's regional leaders choose a new bishop for each congregation, meaning that it was normal for Romney to hold the office for only a few years, and that he wasn't fired or voted out.

The congregation votes to "sustain" these leaders after they are presented to them, but the voting is done by a public show of hands. "Opposed" votes are almost unheard of. Members who raised their hands to sustain a church leader are reminded later on that they've made a commitment to sustain him, and told that God requires them to obey church leaders.

Bishops are expected to interview each member one-on-one behind closed doors to determine their obedience to church teachings and conformity to its doctrines. Children of both genders as young as 12 are asked personal questions about sexual issues, while their parents are not present.

A bishop cannot personally excommunicate someone, but he can initiate the proceedings to do so, and he is given a great deal of latitude to decide what merits such actions.

Toddler's cuss word on 'Modern Family' draws ire (AP)

LOS ANGELES ? An anti-profanity crusader on Tuesday asked ABC to pull this week's "Modern Family" episode in which a toddler appears to use a bleeped curse word.

"Our main goal is to stop this from happening," said McKay Hatcher, an 18-year-old college student who founded the No Cussing Club in 2007. "If we don't, at least ABC knows that people all over the world don't want to have a 2-year-old saying the `F-bomb' on TV."

"We hope they know better," said Hatcher. He's asking his club's members, whom he said number 35,000 in the United States and about three-dozen other countries, to complain to ABC.

ABC has yet to respond, he said Tuesday. The network had no comment, a spokeswoman said.

In the episode titled "Little Bo Bleep" airing 9 p.m. EST Wednesday, 2-year-old Lily shocks parents Mitchell and Cameron (Jesse Tyler Ferguson, Eric Stonestreet) with her first expletive.

The dads, who are preparing Lily to serve as flower girl in a wedding, now have an added parenting challenge.

The tot is played by Aubrey Anderson-Emmons, who says the word "fudge" during taping. It will be bleeped on the air and her mouth will be obscured by pixilation, and viewers will get the impression that her character used the actual F-word.

Steven Levitan, creator and executive producer of the sitcom with Christopher Lloyd, told the Television Critics Association last week that he's "proud and excited" about the F-word plotline that ABC was persuaded to allow.

"We thought it was a very natural story since, as parents, we've all been through this," Levitan said to EW.com. "We are not a sexually charged show. It has a very warm tone so people accept it more. I'm sure we'll have some detractors."

The program, which won the Emmy Award for best comedy last fall, was named best musical or comedy series at Sunday's Golden Globes ceremony.

Hatcher, who is from South Pasadena and attends Brigham Young University in Rexburg, Idaho, said he began his anti-profanity club in 2007 when he noticed how rampant cursing was at his school and how it was linked to bullying.

"If kids are accountable for their choices, then adults should be as well," and that includes media, he said.

TV profanity was an issue before the Supreme Court last week, which heard arguments about whether regulating curse words and nudity on broadcast stations is sensible when cable and satellite services offer channels with few restrictions. A decision is expected by late June.

Map locates cruise ship path and previous path

(AP) ? A young Moldovan woman who translated evacuation instructions from the bridge after the Costa Concordia ran into a reef emerged as a potential new witness Thursday in the investigation into the captain's actions on that fateful night.

Italian media have said prosecutors want to interview 25-year-old Dominica Cermotan, who had worked for Costa as a hostess fluent in several languages but was not on duty when she boarded the ship Jan. 13 in the Italian port of Civitavecchia.

The $450 million Costa Concordia was carrying more than 4,200 passengers and crew when it slammed into well-marked rocks off the Tuscan island of Giglio on Jan. 13 after the captain made an unauthorized diversion from his programmed route. The ship then keeled over on its side and is still half-submerged nearly a week later.

In interviews with Moldovan media and on her own Facebook page, Cermotan said she was called up to the bridge of the Concordia after it struck the reef to translate evacuation instructions for Russian passengers. She defended Capt. Francesco Schettino, who has been vilified in the Italian media for leaving his ship before everyone was evacuated safely.

"He did a great thing, he saved over 3,000 lives," she told Moldova's Jurnal TV.

Schettino, who was jailed after he left the ship, is under house arrest, facing possible charges of manslaughter, causing a shipwreck and abandoning his ship.

Eleven people have been confirmed dead in the disaster and 21 others are still missing.

Divers searched for the missing Thursday after a day-long break and a new audiotape emerged of the Concordia's first communication with port officials who inquired about what was wrong. In the tape, an officer insists the ship had only experienced an electrical blackout ? comments that came a full 30 minutes after the ship had rammed violently into the reef.

Italian media reported the officer on the call was Schettino, but that could not be independently confirmed.

Cermotan said on her Facebook page that she wasn't on duty the night of the grounding but was with Schettino, other officers and the cruise director on the bridge. She said she was called up from dinner to help with translations of instructions for how the small number of Russian passengers should evacuate.

"We were looking for them, searching for them (the Russians)," she told Jurnal. "We heard them all crying, shouting in all languages."

She said Schettino had stayed on deck until 11:50 p.m., when he ordered her into a lifeboat; the ship had hit the reef at 9:45 p.m.

Prosecutor Francesco Verusio declined to comment on whether he was seeking Cermotan as a witness, citing the ongoing investigation.

Without providing her name, Costa said the woman was registered with the ship and that it was prepared to give authorities both her identity and the paperwork for her ticket.

Divers, meanwhile, were focusing on an evacuation route on ship's fourth level, now about 18 meters (60 feet) below the water's surface, where five bodies were found earlier this week, Navy spokesman Alessandro Busonero told Sky TG 24. Crews set off small explosions Thursday to blow holes into hard-to-reach areas for easier access by divers.

Seven of the dead were identified Thursday by authorities ? four French passengers, one Spanish and one Italian passenger and one Peruvian crew member. Italian passenger Giovanni Masia, who news reports said would have turned 86 next week, was buried in Sardinia.

Italian authorities have identified 32 people who have either died or are missing: 12 Germans, seven Italians, six French, two Peruvians, two Americans and one person each from Hungary, India and Spain.

The ship's sudden movement on the reef Wednesday had postponed the start of a weekslong operation to extract the half-million gallons of fuel on board the vessel. Italy's environment minister issued a fresh warning Thursday about the implications if the ship shifts and breaks any of its now-intact oil tanks.

"We are very concerned" about the weather, minister Corrado Clini told Mediaset television. "If the tanks were to break, the fuel would block the sunlight from getting to the bottom of the sea, making a kind of film, and that would cause the death of the marine system."

The area is very close to a marine sanctuary for dolphins, porposies and whales.

Crew members returning home have begun speaking out about the chaotic evacuation, saying the captain sounded the alarm too late and didn't give orders or instructions about how to evacuate passengers. Eventually, crew members started lowering lifeboats on their own.

"They asked us to make announcements to say that it was electrical problems and that our technicians were working on it and to not panic," French steward Thibault Francois told France-2 television Thursday. "I told myself this doesn't sound good."

He said the captain took too long to react and that eventually his boss told him to start escorting passengers to lifeboats. "No, there were no orders from the management," he said.

Indian ship waiter Mukesh Kumar said "the emergency alarm was sounded very late," only after the ship "started tilting and water started seeping" in.

He was one of four Indians flown to New Delhi on Thursday, the first to return out of 203 Indians aboard the Concordia.

"The ship shook for a while, and then the crockery stated falling all over," said Indian Kandari Surjan Singh, who worked in the ship's galley. "People started panicking. Then the captain ordered that everything is under control and said it was a normal electric fault ... so people calmed down after that."

The ship's operator, Crociere Costa SpA, has accused Schettino of causing the wreck by making the unapproved detour and the captain has acknowledged carrying out what he called a "tourist navigation" that brought the ship closer to Giglio. The company had approved a similar maneuver in August.

However, Lloyd's List Intelligence, a leading maritime publication, says its tracking showed that the ship's August route actually took the Concordia slightly closer to Giglio than the course that caused the grounding last week.

Costa is owned by Miami-based Carnival Corp.
