Japan's prime minister ordered workers to remain at the tsunami-crippled Fukushima nuclear plant last March as fears mounted of a "devil's chain reaction" that would force tens of millions of people to flee Tokyo, a new investigative report shows.
Then-Premier Naoto Kan and his staff began referring to a worst-case scenario that could threaten Japan's existence as a nation around three days after the March 11 earthquake and tsunami, according to the report by a panel set up by a private think-tank.?

That was when fears mounted that thousands of spent fuel rods stored at a damaged reactor would melt and spew radiation after a hydrogen explosion at an adjacent reactor building, according to the panel report.
Yukio Edano, then Japan's top government spokesman, told the panel that at the height of tension he feared a "devil's chain reaction" in which the Fukushima Daiichi plant and the nearby Fukushima Daini facility, as well as the Tokai nuclear plant, spiraled out of control, putting the capital at risk.
Kan, who stepped down last September, came under fire for his handling of the crisis, including flying over the plant by helicopter the morning after the disasters hit -- a move some critics said contributed to a delay in the operator's response.
Kan, 65, has spoken of how he was haunted by the specter of a crisis spiraling out of control and forcing the evacuation of the Tokyo greater metropolitan area, 150 miles away and home to some 35 million people.
The private Rebuild Japan Initiative Foundation report also said Japan's government withheld information about the full danger of last year's nuclear disaster from its own people and from the United States, putting U.S.-Japan relations at risk in the first days after the accident.
The report, compiled from interviews with more than 300 people, delivers a scathing view of how leaders played down the risks of the meltdowns at the Fukushima Dai-ichi nuclear plant that followed a massive March 11, 2011 earthquake and tsunami.
It paints a picture of confusion during the days immediately after the accident?and says the U.S. government was frustrated by the scattered information provided by Japan and was skeptical whether it was true.
The U.S. advised Americans to leave an area within 50 miles?of the plant, far bigger than the 12-mile Japanese evacuation area, because of concerns that the accident was worse than Japan was reporting.
The misunderstandings were gradually cleared up after a bilateral committee was set up on March 22 and began regular meetings, according to the 400-page report.
The report, compiled by scholars, lawyers and other experts, credits then-Prime Minister Naoto Kan for ordering Tokyo Electric Power Co., the utility running the plant, not to withdraw its staff and to keep fighting to bring it under control.
TEPCO's president at the time, Masataka Shimizu, called Kan on March 15 and said he wanted to abandon the plant and have all 600 TEPCO staff flee, the report said. That would have allowed the situation to spiral out of control, resulting in a much larger release of radiation.
A group of about 50 workers was eventually able to bring the plant under control.
TEPCO, which declined to take part in the investigation, has denied it planned to abandon Fukushima Dai-ichi. The report notes the denial, but says Kan and other officials had the clear understanding that TEPCO had asked to leave.
But the report criticizes Kan for attempting to micromanage the disaster and for not releasing critical information on radiation leaks, thereby creating widespread distrust of the authorities among Japanese.
Kan's office did not immediately respond to requests for comment on the report.
Kan acknowledged in a recent interview with The Associated Press that the release of information was sometimes slow and at times wrong. He blamed a lack of reliable data at the time and denied the government hid such information from the public.
It will take decades to fully decommission Fukushima Dai-ichi. Although one of the damaged reactor buildings has been repaired, others remain in shambles. A group of journalists, including a reporter from The Associated Press, were given a tour of the plant on Tuesday.
Workers have used tape to mend cracks caused by freezing weather in plastic hoses on temporary equipment installed to cool the hobbled reactors.
"I have to acknowledge that they are still rather fragile," plant chief Takeshi Takahashi said of the safety measures.
The area is still contaminated with radiation, complicating the work. It already has involved hundreds of thousands of workers, who have to quit when they reach the maximum allowed radiation exposure of 100 millisieverts a year.
The report includes a document describing a worst-case scenario that Kan and the chief of the Japan Atomic Energy Commission secretly discussed two weeks after the disaster.
That scenario involved the possibility of more nuclear fuel rods burning, causing the release of more radiation and requiring the evacuation of a much wider region, including Tokyo.
The report also concludes that government oversight of nuclear plant safety had been inadequate, ignoring the risk of tsunami and the need for plant design renovations, and instead clinging to a "myth of safety."
"The idea of upgrading a plant was taboo," said Koichi Kitazawa, a scholar who heads the commission that prepared the report. "We were just lucky that Japan was able to avoid the worst-case scenario. But there is no guarantee this kind of luck will prevail next time."
After the quake and tsunami struck, three reactors melted down and radiation spewed widely through eastern Japan, forcing tens of thousands of residents to evacuate from the area around the plant.
TEPCO managed to avert the worst scenario by pumping water, much of it from the sea, into Dai-ichi's damaged reactors and spent fuel pools. The reactors were stabilized by December.
A year after the disaster, however, Fukushima Dai-ichi still resembles a vast wasteland. High radiation levels hamper a cleanup that is expected to take decades.
The damaged 125-foot-tall No. 2 reactor building stands like a bird's nest of twisted steel beams. A TEPCO official who accompanied foreign media to the plant on Tuesday said metal debris was being painstakingly removed by giant cranes and other equipment as radiation doses were too high for workers.
Another challenge is keeping a new cooling system, built from a myriad of technologies and prone to breaking down, running without major glitches.
"An earthquake or tsunami like the ones seen a year ago could be a source of trouble for these (cooling) systems. But we are currently reinforcing the spent fuel pool and making the sea walls higher against tsunamis," Takeshi Takahashi, the Dai-ichi plant's manager, told reporters. "A series of backup systems is also being put in place in case one fails."
Edano on Tuesday acknowledged he had feared the worst around March 14-15. "I was working with a strong sense of crisis that under various circumstances, such a thing may be possible," he told a news conference in Tokyo.
But he defended his silence as government spokesman.
"I shared all information. Back then, I was not in a position where I, as someone who is not an expert, could irresponsibly speak about my own personal impressions and my sense of crisis," he told a news conference.
"I conveyed assessments and decisions of the government, government agencies and experts," he added.
The panel report said some of Kan's seemingly inexplicable behavior stemmed from his belief that TEPCO was going to abandon the plant and the accident would spiral out of control.
An irate Kan blasted TEPCO on March 15, yelling: "What the hell is going on" in an outburst overheard by a Kyodo News reporter and quickly reported around the globe. "I want you all to be determined," he was quoted as telling utility executives.
The utility ultimately left a corps of workers who were dubbed the "Fukushima Fifty" by media and won admiration at home and abroad as they risked their lives to contain the crisis, although their names were never formally made public.

If, like me, you have never experienced Korean food before Kimchee is a great place to start. A spacious warm venue in Holborn, with canteen style seating and dark wooden panelling, it reminded me of Busaba Eathai, my favourite Thai chain in London. It is an intimate and relaxing place to dine.
Arriving early on a chilly Monday evening Kimchee was already teeming with hungry visitors, we were slotted into a quieter table. Looking round I noticed a high proportion of Asian guests, which must surely be a sign of the authenticity of this restaurant. The menus were swiftly delivered by our courteous waiter who treated us like royalty for the whole night. Intrigued by the Korean cocktails we chose two different flavoured Soju concoctions (Soju is Korea?s most favoured spirit). The alcohol is almost unnoticeable in these drinks, they tasted just like fresh fruit juice. The best cocktail was definitely the ?Sojito? a Korean twist on the old classic with a blend of Soju, zesty lime, brown sugar and muddled with mint and soda water, it is a refreshing and light drink that accompanies the strong flavours of the food perfectly.
As our waiter advised, we chose a selection of starters to share. The first thing that struck me looking at the menu, was that all the names seemed totally unpronounceable, much to my embarrassment. We ordered the Kimchee Jeon (Pancake with kimchee and vegetables served with a soy and chilli sauce), the highly recommended Yang Yeum Chicken (lightly battered chicken in sweet chilli sauce served in a rice basket), Crab Tuigim (soft shell crab fried in breadcrumbs served with plum dipping sauce) and Nangawanse (pork bites with vegetables in oyster sauce). Surprisingly (as I am a non-fish eater) the crab was my favourite, crunchy and crispy and sensationally crackling to bite into, served as a presentable stack, with a little pot of devilish sweet sauce. The breadcrumbed chicken was delicious ? light and very moreish but with perhaps a little too much of the very sweet gooey chilli sauce. The pork bites were mixed with lovely vegetables and salty sauce but the meat itself was a little bland. The kimchee pancake was strange but yummy, a kind of exotic omelette with all kinds of interesting ingredients inside.
For main course we had an absolute feast of food, our waiter continued to bring out ?must try? dishes, much to the surprise of the surrounding guests. It was the barbequed meat that delighted me most, black sizzling dishes of marinated pork, lamb, and rib-eye beef steak. The Bulgogi is a Korean dish where the meat is marinated in an exotic fruity, spiced pepper and chilli mix and delicately cooked on a chargrill with onions and garlic. It is served with crisp lettuce leaves and sticky rice? you can then pile up delectable portions of lettuce, meat and rice for the perfect mouthful. We also tried the chargrilled broccoli with soybean sauce which was fresh and tasty. And I couldn?t resist the Chicken Dolsot Bibimbap? a dish served sizzling hot in an earthenware pot, consisting of rice, cooked vegetables, egg and red chilli paste which the eater then mixes together to create an instant stir fry. This was great fun, once I realised what to do with the steaming pot, and the results were scrumptious.
Our stomachs were full to the brim but there was still more to come? without even so much as a glance at the menu our waiter brought us a small assortment of desserts: almond and black sesame ice-cream, both creamy and delicious and topped with a sprinkling of nuts; Chap Ssal Ddeok, traditional soft chocolate rice cake dusted with cocoa powder. These were bizarre slug-like chocolate dumplings, kind of rich chocolate mousse coated in rice jelly.
Kimchee provided us with a delicious, high quality meal, unique in flavour and design?it is a restaurant that would suit any occasion, I am very much looking forward to returning soon to try more Korean delights.

Our family lives in a state where our existence is about to be denied.
We certainly know?who?we are. ?We are a loving couple raising two children. We are people of? faith. We are involved actively in conservative political causes. ?And there?s no denying that friends, neighbors and even complete strangers can see who we are. ?Like us or not, we?re two gay, middle-aged, white dads raising two?adopted?children who needed homes: one bi-racial teen and one black pre-teen.
But Virginia?is now prepared to ignore us ? and hundreds of loving couples like us who could provide loving and stable homes to thousands of unwanted children who are in need of homes, too.
In a few days, our state is expected to become only the second in the nation (North Dakota is the first) that will allow state-funded adoption agencies to deny?us, and other qualified parents, the ability to foster or adopt children solely because of our sexual orientation.
Supporters of the bill call it the ?conscience clause,? but what it does is unconscionable. It allows private adoption agencies, many who contract with the state to place children in adoptive or foster homes, to deny prospective parents because of their sexual orientation.??The bill passed the state Senate last week, but has not yet been signed into law by the Governor.
How did?our family get to this place - a state were a group of 140 men and women pass a bill that says it?s?OK to ignore or deny the existence of our family?
Well we, along with our?two?children 14-year old Caleb and 12-year old Alfred, moved?to Oakton,Virginia from California in 2004. ?We loved the bucolic beauty of the area, the great schools and the sense of community we instantly felt from our neighbors and the people at our church.
Our family fully understood the legal limitations we would encounter as a gay couple in Virginia, even before this adoption measure was proposed. ?In California, we were?legally?married. Here, the law does not respect the sanctity or reality of our marriage. ?In California, we were welcomed and encouraged to become?adoptive parents by the foster?care system.? Here, since the state doesn?t recognize our marriage, and marriage is required to adopt children as a couple, we would have been prohibited from adopting our two beautiful sons.
But now the legislation has passed and if signed into law, as expected, it will explicitly?deny?the fact that we, and thousands?of other qualified people, are?already?good parents?and can be good parents?to?other?children in need.
How can they?deny?the reality of our family?
More importantly, how can Virginia?deny?the 1,300 foster children waiting for adoption????How can they?deny?them?good homes based on some social worker?s vague moral or religious objection? ?What about our religious beliefs?
We did not choose to be gay. When each of us realized we were gay, we both asked God why. We believe gay people are made for good reasons. One reason is to help take care of all the children from straight people who are not ready to be parents.
We did not adopt our sons to make a political statement.? We adopted our sons because we had a stable home and could provide a circle of boundless love to children who, because of their age and race, in all likelihood would not have been adopted.? Our sons were?3 years old when they entered our lives.? Statistics demonstrate that that the older a child gets, the less likely they are to be adopted. Without our act of love, it is possible that these beautiful, active boys would be living in foster care or group homes.
Instead, today our sons are honor students in their respective Fairfax County schools. They play football, baseball, and sing in our church?s choir.? In January, they had the opportunity to ski in Stowe,Vermont and have travelled to Eastern Europe, Italy, Panama and Mexico.? Last summer we visited historic sites in New England on our way to a quiet week in a cabin on an island off the coast of Maine.
Most importantly our sons are loved, supported and encouraged.? We look into the eyes of our boys, soon to be young men, and realize that if they were part of the Virginia foster care system, they would have been?denied a home with us ? their dads. ?And we ? all four of us together? would have been denied the opportunity to become the loving, nurturing family that we are.

The Badger Trust has launched a new legal challenge to the government's plans to cull badgers in England.
In December, the government announced finalised plans for a cull, initially in pilot areas, as a way to curb the spread of tuberculosis in cattle.
In applying for judicial review, the Badger Trust says culling will not stop TB and may in fact help spread it.
Other campaign groups are considering action under the Bern Convention, which protects European wildlife.
The government's plans are likely to result in farmers funding contractors to shoot badgers in a number of areas of England, with two initial pilots in west Gloucestershire and west Somerset taking place later this year.
"We have identified some serious flaws in the way by which the Secretary of State [Caroline Spelman] reached her decision to cull badgers," said Gwendolen Morgan of Bindmans solicitors, lawyer for the Badger Trust.
"Given that Defra's proposals come at an enormous cost to farmers, and threaten to prompt rather than prevent the spread of disease, we hope that this ill-conceived decision will be struck down by the court."
She pointed to government projections that culling would reduce TB incidence by 12-16% over nine years.
The Protection of Badgers Act says licences to kill can be granted for "preventing the spread of disease" - and the trust argues that the slow-down in the rate of increase, or "reduction in new incidence", projected by Defra does not qualify as "prevention".
The government's plan involves having Natural England issue culling licences. The Badger Trust says the guidance given to Natural England is unlawful.

For this reason, the trust argues that after the pilots, farmers may be forced to resort to trap-and-shoot, because free shooting will either prove ineffective or a hazard to public safety.
That would escalate the cost by anything up to a factor of 10 - and the Badger Trust says this possibility damages the government's economic case for a cull.
As the majority of new cases arise through infection from other cattle rather than from badgers, the trust says the government should simply invest in stricter cattle control measures.
Regulations on farmers were recently tightened and testing regimes intensified - but the National Farmers' Union, the government and other proponents believe culling is needed in badly affected areas in addition to existing measures.
In 2010, 25,000 cattle were slaughtered as a result of TB infection, and the disease is costing the UK taxpayer in the region of ?100m per year.
They also argue that culling would in the end benefit badgers, as TB infection is seriously debilitating to them.
"Nobody wants to see badgers culled, but no country in the world where wildlife carries TB has successfully controlled the disease in cattle without tackling its presence in wildlife as well," said a Defra spokeswoman.
"Unless further action is taken now, it will continue to get worse."
Badgers are protected under UK law, and also under the Bern Convention on the Conservation of European Wildlife and Natural Habitats.
Campaigners are also considering using this as another weapon to use in the long-running battle over culling.
Last year, wildlife groups began programmes of vaccination, and some animal groups believe this will in the end remove any need for culling.
The Welsh Assembly Government is due to announce its decision on a proposed pilot cull in West Wales early this year.

ABBOTTABAD, Pakistan (AP) ? Under powerful floodlights and surrounded by rings of soldiers and police, heavy machines began Saturday night to demolish the three-story compound in northwestern Pakistan where Osama bin Laden lived for years and was killed by U.S. commandos last May.
Each blow helped eliminate a concrete reminder of the painful and embarrassing chapter in Pakistan's history that the al-Qaida chief's discovery and death in a town not far from the nation's capital represented.
Pakistan was outraged by the covert American raid in Abbottabad because it was not told about it beforehand ? a decision the U.S. explained was driven by concerns that someone in the government might tip off bin Laden.

A large team of police set up an outer cordon around the compound to keep spectators and journalists away, said an Associated Press reporter who managed to get close enough to see the demolition work under way. A ring of army soldiers set up an inner cordon and warmed themselves against the winter chill by lighting a bonfire.
The bulldozers broke through tall outer boundary walls that ringed a courtyard where one of the U.S. helicopters crashed during the operation to kill bin Laden. They then began to tear down the compound itself.
A Pakistani intelligence official confirmed that the demolition was in progress but declined to say why the government chose to do it. He spoke on condition of anonymity because he was not authorized to talk to the media.
The government did not give advance warning that it planned to tear down the compound.
Residents of the normally sleepy town of Abbottabad were divided on what the government should do with the compound in the aftermath of the raid. Some thought it should be destroyed, but others believed it should be turned into a tourist attraction to help the town earn money. There was always the danger, however, that it could also draw al-Qaida supporters.
American officials said they buried bin Laden's body at sea to avoid giving his followers a burial place that could become a makeshift shrine.
Many U.S. officials expressed disbelief that bin Laden could have lived in Abbottabad for around six years without the Pakistani government knowing. But the U.S. has not found any evidence that senior Pakistani officials knew of the al-Qaida chief's whereabouts.

A suspected U.S. drone crashed Saturday in the North Waziristan tribal area, the main sanctuary for militants along the border, said Pakistani intelligence officials and local residents.
The unmanned aircraft went down near Mir Ali, one of the main towns in North Waziristan, said the intelligence officials, speaking on condition of anonymity because they were not authorized to talk to the media.
The drone caught fire after it hit the ground and was believed to have crashed because of technical problems, they said.
A U.S. official, speaking on condition of anonymity to discuss the classified drone program, denied reports that the drone was shot down.
Local resident Nasir Khan said he saw the burning debris from the roof of his home in the Machi Khel area. It was about 500 yards (meters) from his house.
Pakistani officials often criticize drone strikes as a violation of the country's sovereignty, but the government is widely believed to have supported the covert CIA-run program in the past. That cooperation has come under strain as the relationship with the U.S. has deteriorated.

Within the premium and standard rated verticals there are five mobile content types that are expected to assist the continued growth of the mobile industry. The content types are mobile music, mobile games, mobile video, mobile graphics, and mobile information services. Combined revenue from these content types is expected to triple over the next three years.
The Cellular Telecommunications Industry Association (CTIA) annual wireless survey shows that wireless data revenue has been significantly increasing each year since 2002. This has been a strong indicator of the growth of the off deck mobile billing platform. Over the next year the annual volume of data is expected to grow by 31.3%. This has positive implications on aggregator?s premium and standard business.
The mobile phone is utilized widely across most US demographic classifications. With most Americans owning or using a mobile phone, the success of the mobile billing via SMS marketing is inevitable.

The last decade has brought profound changes in the North Texas commercial real estate scene, with firms merging, launching, growing, and falling apart (see chart below). 2012 should see continuing shifts, as the competition heats up for both talent and market share.
Two firms that ruled Dallas real estate 10 years ago?The Staubach Co. and Trammell Crow?s brokerage group?no longer exist, having been merged into Jones Lang LaSalle and CB Richard Ellis, respectively. CBRE (with TCC) has maintained about the same number of local brokers since 2001, but Jones Lang LaSalle (with Staubach) has diversified and added more than 40 professionals.
According to D CEO research, JLL now leads Dallas-Fort Worth with 155 local brokers; CBRE is close behind with 148. No. 3 Transwestern has more than doubled in size since 2001, from 47 to 105 local brokers, due in part to a 2005 merger with NAI Stoneleigh Huff Brous McDowell.
Firms to watch this year include Colliers International, which recently named a new managing director, David Pinsel, and made several key hires, including agency leasing specialist David Quisenberry; and Cresa Dallas, which has also lured a number of top brokers to its ranks, including office tenant rep Lance McIlhenny.
Cushman & Wakefield lost a couple of heavy hitters in 2011?and also parted ways with former managing director Liz Trocchio. Grubb & Ellis has seen some departures, too, as it continues to search for an infusion of capital or a new owner.

Land developers make up the biggest chunk of tax delinquent businesses in the Richmond area. But the list also includes a golf course in Henrico, a music venue downtown and a planned sports complex in Chesterfield, according to local tax records obtained by BizSense as of Feb. 15.
One of the largest delinquents in Hanover County is Northlake Land Investments. It owes $152,000 in taxes and is in the process of selling a large parcel of its land to the state for the new home of the Department of Game and Inland Fisheries. That project will be developed by a new company, Northlake DGIF, LLC.
Gibson Wright, owner of the Northlake property and Dominion Land and Development, said that once the property is sold, he would use the proceeds to pay the property taxes owed on the land.
Wright is far from alone.
?We have definitely seen some fluctuations from year to year,? said Carey Adams, chief deputy treasurer for Chesterfield County. ?There is no doubt that the downturn in the economy has affected us in tax collection.?
In Chesterfield, entities that make up Roseland, a bankrupt and yet-to-be-built 1,300-acre development, owe more than $500,000. (The Chesterfield County tax delinquency figures were first reported by the Chesterfield Observer.)
Also on the top 10 delinquent list in Chesterfield is SportsQuest LLC, the sports campus that has hit a few snags of late. It owes almost $75,000 in taxes to the county. (You can read more about SportsQuest here.)
In Richmond, RIC Capital Ventures LLC, an entity tied to the downtown music venue The National, owed $84,000, according to city records.
Some of the largest delinquent businesses in Henrico County are various entities tied to the Tetra Companies, a defunct Virginia Beach developer that has seen much of its Richmond area real estate go into foreclosure.
And when it comes to real estate taxes, counties have a message for delinquents: They will get almost every dime of their money on the land.
?For real estate it may take a year or two, [but] we collect about 99.9 percent of it,? said Scott Miller, Hanover County?s treasurer.
As developers have struggled ? and a handful of the big tax delinquents are in bankruptcy ? there is no doubt the collection rate has suffered, Miller said. For example, Hanover collected 97.12 percent of the taxes due on June 5, 2011, but that is down by almost a full percent from last year.
That pressure makes it harder on the tax collectors, so don?t look to get a lot of sympathy from cities or counties.
?If 97 percent of the county paid their taxes, some [taxpayers] had to make some sacrifices,? Miller said. ?It may have been hard but I think the tax payers expect us to try and collect from those who aren?t current.?
