Lack of sleep leads to insulin resistance in teens

ScienceDaily (Sep. 29, 2012) ? A new study suggests that increasing the amount of sleep that teenagers get could improve their insulin resistance and prevent the future onset of diabetes.

"High levels of insulin resistance can lead to the development of diabetes," said lead author Karen Matthews, PhD, of the University of Pittsburgh Department of Psychiatry. "We found that if teens that normally get six hours of sleep per night get one extra hour of sleep, they would improve insulin resistance by 9 percent."

The study, appearing in the October issue of the journal Sleep, tracked the sleep duration and insulin resistance levels of 245 healthy high school students. Participants provided a fasting blood draw, and they kept a sleep log and wore a wrist actigraph for one week during the school year. Sleep duration based on actigraphy averaged 6.4 hours over the week, with school days significantly lower than weekends.

Results show that higher insulin resistance is associated with shorter sleep duration independent of race, age, gender, waist circumference, and body mass index. According to Matthews, the study is the only one in healthy adolescents that shows a relationship between shorter sleep and insulin resistance that is independent of obesity.

The authors concluded that interventions to promote metabolic health in adolescence should include efforts to extend nightly sleep duration. The American Academy of Sleep Medicine reports that most teens need a little more than nine hours of sleep each night.

Spain debt rises on aid to banks, regions

MADRID (Reuters) - Spain's debt level and borrowing needs are set to rise next year, piling pressure on the government to apply for international aid, as it pours funds in to cash-strapped regions and an ailing banking system, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to Parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.72 billion) next year by cutting spending by the public ministries, education, health and infrastructure investments and freezing public workers' wages.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the center of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have fuelled doubts Spain can fix its problems without help.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

The government would also have to increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros after budgeting in 2012 for gross issuance of 186.1 billion euros.

Spain faces debt redemptions worth 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012, the document showed.

The increase in the debt-to-GDP ratio was due to a greater debt on the back of the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond program, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalization loan for the country's banks, it said.

Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt that Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding that he expected the plans to be revised as with every other budget over the last four years.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

The High School Basketball Center

The new term for the high school basketball position is the "bigs". The general look of the high school center is what you typically think of when conjuring up a basketball player in general and with good reason. Regardless of talent or agility, just looking over at them on the court will start to affect your game if they're truly dominant and now and then, when you find a center or 5 position with some real talent, it can dominate the game at the high school basketball level. Let's take a look at the center position and go inside for awhile.

I'm looking forward to this season. There's a son of a friend we play with who's a legitimate 6'8? on of the skinny, rail thin version. On top of that, he's pretty agile which is hard to find at that height so it should be fun to watch him. When he's in the game, it affects not only their offense but more importantly the opposing teams offense. For one thing, the other center is going to have a lot more trouble getting rebounds and shots off with a legit big man in his face. It doesn't stop there though. Any guards or forwards that are planning on driving to the hoop are going to hear footsteps as the approach. It only takes a really bad block of your shot or layup by the center inside help to make you think twice about doing that again. That's part of the intangible benefit of having a legit center in the middle of court to anchor down the defense and provide secondary help when an offensive player gets past their guy. Let's take a look at what makes for a good center.

Most centers are pretty obvious due to their size. The center is usually the tallest person on the team. Actual weight and physical stature can vary depending on player availabily (you just don't find too many high school students over 6'4? with athletic ability) and style of play. Some centers are long and thin which is expected considering the ridiculous growth spurt that must occur for a 17 or 18 year old to reach 6'5? plus. these players can still be dominant at their position if they combine quickness, smarts, and footwork at their position. If a center has a good understanding of how the game works, they can anticipate and take advantage of opportunities on both the offensive and defensive side of the floor. Footwork is critical to the center as well...probably more than with any other player on the offensive front. The center usually plays with his or her back to the basket as close to the paint as possible. Outside of the double-team, this usually allows the center to go one on one against the opposing defensive player. That means the center must develop a range of different steps and moves to keep the defensive player off balance and get some space for a shot. They may have turn around jump shots, up and unders, drop steps...a whole host of different post moves to rely on. This is where the footwork from 100?s of hours of practicing various moves comes in handy.


There are also the centers that are not only tall but really big. They're especially hard to guard as they bring sheer strength down in the post to bare on the defense. If this type of player can get a few feet from the basket, it's hard to stop the shot. In light of this, the center needs to be a fairly decent foul shooter and rebounder. Foul shots can be a big source of easy buckets as well as put the defensive player on thin ice as they rack up fouls. Rebounding is also a key function of the center position as they need to "control the boards" for the team. Offensive rebounds can also result in second chances which can be pivotal to the outcome of the game. These days in high school, a talented and physically strong center can anchor a team to a successful basketball season.

New clues about ancient water cycles shed light on US deserts

The deserts of Utah and Nevada have not always been dry. Between 14,000 and 20,000 years ago, when large ice caps covered Canada during the last glacial cooling, valleys throughout the desert southwest filled with water to become large lakes, scientists have long surmised. At their maximum size, the desert lakes covered about a quarter of both Nevada and Utah. Now a team led by a Texas A&M University researcher has found a new water cycle connection between the U.S. southwest and the tropics, and understanding the processes that have brought precipitation to the western U.S. will help scientists better understand how the water cycle might be perturbed in the future.

Mitch Lyle, professor of oceanography, led the study with colleagues from Columbia University, University of California-Santa Cruz, Stanford University, Hokkaido University of Japan, Brown University and the U.S. Geological Survey. Their work, funded by the National Science Foundation, is published in the current issue of Science magazine.

The dry shorelines of these glacial lakes were first discovered by 19th century geologists when the west was first explored, Lyle explains, adding that the source of the additional water has been a mystery. By assembling data from ocean sediments and from dry western valleys collected over the last 30 years, Lyle and the team found a new water cycle connection between the southwest U.S. and the tropics.

"Large ice caps profoundly altered where storms went during glacial periods. Before this study, it was assumed that Pacific winter storms that now track into Washington and Canada were pushed south into central and southern California," Lyle notes.

"However, by comparing timing between wet intervals on the coast, where these storms would first strike, with growth of the inland lakes, we found that they didn't match."

The team was able to time wet periods along the California coast from pollen buried in marine sediments from cores archived by scientists at the Integrated Ocean Drilling Program at Texas A&M. They evaluated lake level studies from southeast Oregon, Nevada, Utah, eastern California, New Mexico, and west Texas to find when lakes filled in different parts of the west.

"Many teams of scientists have been working on this problem since the 1950s, when radiocarbon dating first allowed ages to be put on old shorelines," Lyle adds. "The data we synthesized covers a wide latitude so that we could determine how the glacial wet intervals operated."

Only southern California coastal wet intervals matched with the progression of high lakes inland, pointing to the development of a tropical connection, where storms cycled into the region from the tropical Pacific, west of southern Mexico.

"We think that the extra precipitation may have come in summer, enhancing the now weak summer monsoon in the desert southwest. But we need more information about what season the storms arrived to strengthen this speculation," Lyle says.

Not only is the development of the glacial lakes important from a paleoclimate perspective, but it is likely that the lakes were important to the migration of people into North America, Lyle believes. Many of the archaeological sites where early Indians settled when they first came into the U.S. are rock shelters at the edges of these ancient lakes. The lakes were a major source of fish, and a gathering place for deer and wildfowl at that time.

"What we need to do now is look at all of this on a finer scale," Lyle points out. "We need to understand better the processes that directed the storms thousands of years ago, and to predict better what changes might occur in the future."

Big sets, big voices: 'Turandot' at the Met

NEW YORK (AP) ? After opening its season with a small-scale comedy devoid of spectacle, the Metropolitan Opera quickly made up for it Wednesday night with a revival of Franco Zeffirelli's production of Puccini's final opera, "Turandot."

This is a staging that puts the "grand" back into grand opera. Or maybe that should be "grandiose." Whatever, this fairy-tale pageant set in ancient China is one opera where the Italian director's penchant for ornate sets, lavish costumes and a stage teeming with scores of extras works well.

Now in their 25th season, the opulent furnishings are showing some wear, and the throne room took so long to assemble that the first intermission had to be extended by 20 minutes or so. Still, when the scenery finally appeared, it drew the predictable round of applause from the audience.

And to match the big sets, there were some big voices on hand for the leading roles.

Maria Guleghina, the Ukrainian soprano who has been a mainstay at the Met for 17 seasons, sang the title role of the icy princess who likes to send her suitors to their death by challenging them to answer three daunting riddles. Her big, bright voice rang out with imperious authority if little nuance in her aria, "In questa reggia," and the riddle scene that followed. But in Act 3, when Turandot melts under the influence of a kiss from the mysterious prince Calaf, Guleghina scaled back her powerhouse sound for some affecting singing.

Her co-star, Italian tenor Marco Berti, matched her in volume but not in artistry. He hit all his notes, but his tone lacked color and sounded dry much of the night. Even that reliable showstopper "Nessun dorma" made less impact than usual.

As the faithful slave girl Liu, the fine Russian lyric soprano Hibla Gerzmava shaped her two arias with warmth and nice attention to phrasing. Veteran bass James Morris brought dignity and some vocal unsteadiness to the role of Timur, Calaf's father. Baritone Dwayne Croft anchored the exuberant trio of ministers Ping, Pang and Pong, with good support from tenors Tony Stevenson and Eduardo Valdez. Debuting in the small role of the Mandarin, bass-baritone Ryan Speedo Green impressed with his strong delivery and commanding stage presence.

The chorus, given a huge role to play in all three acts, sang with vigor and precision. Dan Ettinger conducted, sometimes slowing the tempos to almost funereal pacing and struggling at times to coordinate between orchestra and singers.

Following Monday's opening with Donizetti's "L'Elisir d'Amore" and now "Turandot," the first week of the season continues with revivals of Bizet's "Carmen" and Verdi's "Il Trovatore."

University of California settles pepper spray suit for $1 million

DAVIS, California (Reuters) - University officials in California have agreed to pay $1 million to settle a lawsuit over a pepper-spraying incident last year that came to symbolize law enforcement aggression against anti-Wall Street protesters, attorneys said on Wednesday.

Video of the confrontation, which showed seated student protesters being pepper-sprayed by campus police at the University of California campus at Davis, was replayed widely on television and the Internet, sparking outrage among faculty and activists.

Under the terms of the settlement filed in court on Wednesday, each of the 21 students and recent graduates from the campus who sued University of California regents over the November 2011 incident will get $30,000 and a personal apology from UC Davis Chancellor Linda Katehi.

The deal also includes $250,000 for plaintiffs' attorney fees.

"I want the university and the police to understand what they did wrong," UC Davis undergraduate Ian Lee said in a statement.

"I was demonstrating because of rising tuition hikes and privatization of the university. Then we faced police brutality in response. I felt like the university silenced me."

The pepper-sprayed students reported panic attacks, trauma, and falling grades after the incident, according to the American Civil Liberties Union of Northern California, which represented the plaintiffs in the case.

The incident led the university to replace the campus police chief and briefly thrust the normally quiet campus near the state capital Sacramento to the forefront of national anti-Wall Street protests.

In April a scathing 190-page report on the UC Davis confrontation criticized officers for using pepper spray to break up a peaceful demonstration and accused school administrators of making poor decisions at nearly every point leading to the incident.

"We believe the proposed settlement is in the best interests of the University of California," said Steve Montiel, spokesman for the UC Office of the President. "We have been moving forward for some time," he added, noting the school system's own review after incidents on its Davis and Berkeley campuses.

In November UC Berkeley police struck demonstrators with batons during a protest as officers tried to remove an encampment during the height of the Occupy Wall Street movement.

The settlement, which needs final approval in court, also sets aside a $100,000 pool to pay up to $20,000 each for anyone who joins a class action lawsuit and can prove they were either arrested or directly pepper-sprayed, Montiel said.

The local district attorney's office said last week that officers involved in the incident will not face criminal charges.

Earlier today, ESPN reported that a deal between the NFL and the NFL Referees Association is ?at hand,? and that the real officials could be back to work this week.

Asked about the situation, NFL spokesman Greg Aiello quoted George Young, the late Giants G.M., with this admonition regarding negotiations:? ?There is no such thing as close.?

So there?s no deal until there?s a deal.? And, as of right now, there?s no deal.

Confirming that there?s no deal is NBC officiating consultant Jim Daopoulos, who told PFT by phone this afternoon that NFLRA president Scott Green emailed the rank-and-file from the meeting room with the explanation that a deal has not been struck.

Even if/when a deal is reached among the negotiators, it will have to be approved by at least half of the 121 officials.? As Daopoulos explained, the officials badly want to return to work, which could make them likely to accept whatever deal the NFLRA presents to them for a vote.

Still, questions remain.? Dapoulos explained that, as to the reportedly tentative agreement to maintain a 21-official developmental squad that won?t be used during a given season to ?bench? the regular officials, the officials want to know how the group will be assembled, what they will be doing during the season, and (perhaps most importantly) how they?ll be paid.

And while roughly 85 to 100 of the officials engage in a weekly conference call arranged by Ed Hochuli to discuss rule changes and other officiating issues in order to remain ready to work, Daopoulos explained that, as to roughly 20 of the locked-out officials, there?s real concern regarding their ability to pass a physical.

Then there?s the question of using replacements for a Thursday night game and regular officials for the balance of the weekend.? Daopoulos said that the league likely will prefer an all-or-none approach, for reasons of competitive balance.? if, for example, the Ravens lose to the Browns on a bad call from the replacements, the Ravens would be able to legitimately complain that, if they?d been scheduled to play on Sunday, they would have had the benefit of the real officials.

Regardless, no one will have the regular officials until a deal is done.? And a deal isn?t done ? and won?t be done ? until it?s done.

For now, I?m done.

Politician in SAfrica court for money laundering

(AP) ? Firebrand South African politician Julius Malema appeared in a regional court Wednesday on a charge of money laundering in connection with a 52 million rand ($6.5 million) government contract awarded to a company his family trust partly owns. He was given 10,00 rand ($1,250) bail.

Malema appeared in a police station in Polokwane, in South Africa's northeast, before entering the regional court. When he entered the courtroom people there started cheering.

Large crowds of supporters also gathered around the police station and court, chanting his name. Vigils were held through the night for him, where supporters sang songs against South Africa's president. His next court date is Nov. 30.

Malema says charges are politically motivated at a time when he's become outspoken about the labor unrest in South Africa's mining industry and says they are meant to shut him up after he threatened to make the mines ungovernable. Malema was expelled from the ruling African National Congress party earlier this year for sowing disunity.

In a separate case, the South African Revenue Service is also charging Malema with unpaid taxes and interest of 16 million rand ($2 million.)

Malema's four business associates appeared in court Tuesday on charges including fraud, corruption and money laundering for the 52 million rand ($6.5 million) awarded to company On Point Engineering for road services in Limpopo province. They were granted a bail of 40,000 rand ($5,000) each.

A draft of the charge sheet says benefited from the tender and used it to fund a farm that cost nearly 4 million rand ($500,000) and to make a payment for a luxury car.

Last week police surrounded Malema and threatened his arrest when he arrived at a stadium to address striking mine workers who were meeting to vote on a wage deal. Malema was forced to leave before addressing the crowd of thousands. Nearly six weeks of strikes by workers at the platinum mine saw violence that killed 46 people.

Some conservatives consider funding Akin in Missouri Senate race

KANSAS CITY, Missouri (Reuters) - Missouri U.S. Senate candidate Todd Akin, unmoved by pressure to drop out of the race by a deadline on Tuesday, got a pledge of support from the state Republican Party and some Tea Party-linked conservatives considered donating to his campaign.

Akin has been urged to quit by fellow Republicans over his controversial remarks on rape. In a sign of defiance, Akin began a bus tour across the state on Tuesday to emphasize his decision to let pass the last opportunity to leave the race before the November 6 election.

The Missouri Senate race is a crucial one for Republicans who need a net gain of four seats to ensure a majority.

Akin was pilloried, and top Republicans, including presidential candidate Mitt Romney, asked him to step down after he said in August that women have natural defenses against pregnancy from "legitimate rape." Major Republican donors cut off funding for his campaign in an effort to force him out.

Before the rape comments, Akin had as much as a double-digit lead in polls over incumbent Democratic Senator Claire McCaskill, who is unpopular in a state trending conservative.

After the comments, Akin's support sank and the latest Real Clear Politics average of polls shows McCaskill with a lead of about five points.

Akin assured more than 150 supporters at a rally in St. Louis on Tuesday afternoon that he was in the race to stay, then departed on the bus tour. Donations to the campaign are picking up, his spokesman Ryan Hite said.

"Now that the deadline has passed, you will see a lot of conservative groups coming back in," Hite said. "Missouri is a battleground state and its importance to taking back the Senate is too much to ignore."

One such group, the Senate Conservatives Fund, backed by U.S. Senate Tea Party kingmaker Jim DeMint of South Carolina, sent an email on Tuesday to the fund's 100,000 or so members asking if Akin should get support, director Matt Hoskins said.

"Congressman Akin may still be able to win this race even after all of the attacks from the liberal media and the Republican establishment," Hoskins said in the email, a copy of which was given to Reuters.

"This isn't the first time the Republican establishment has attacked and abandoned a conservative nominee... but we've helped candidates win races without their support before, and we can do it again if we're willing to fight," Hoskins wrote.

The Senate Conservatives Fund has donated as much as $2.1 million to Senate candidates around the country this year, with the top amount going to Ted Cruz in Texas, who supports the Tea Party cause of reducing the size of the federal government, according to the fund's website.

The National Republican Senatorial Committee has formally withheld support for Akin. On Sunday, Republican party chairman Reince Priebus vowed on ABC's 'This Week' that "we're not going to play in Missouri with Todd Akin."

But the chairman of the Missouri Republican Party, David Cole, who had issued a statement soon after the rape remarks that questioned Akin's decision to remain in the race, said on Tuesday the state party supported Akin.

"We are confident that Todd will defeat McCaskill in November, and the Missouri Republican Party will do everything we can to assist in his efforts," he said.

McCaskill, who has mostly avoided the controversy while she waited to find out if Akin would remain her opponent, sought on Tuesday to remind voters of the rape comments.

A new video ad posted on her website titled "Todd Akin - in his own words" calls into question his positions on several issues and ends with a quote appearing on the screen that says, "Some rapes are legitimate."

NFL upholds Seahawks' disputed win over Packers

NEW YORK (AP) ? The NFL has upheld the Seahawks' 14-12 win over the Green Bay Packers on Monday Night Football.

The league said in a statement Tuesday that Seattle's last-second touchdown pass should not have been overturned.

The NFL says Seahawks receiver Golden Tate should have been called for offensive pass interference before the catch, which would have clinched a Packers victory, but that cannot be reviewed by instant replay.

The replacement officials ruled on the field that Tate had simultaneous possession with Green Bay safety M.D. Jennings, which counts as a reception. The NFL says that once that happened, the referee was correct that no indisputable visual evidence existed on review to overturn the touchdown call.

On the final play, Russell Wilson heaved a 24-yard pass into a scrum in the end zone. Tate and Jennings both got their hands on the ball, though the Packers insisted Jennings had clear possession for a game-ending interception.

Nepal IDs avalanche victims killed on Mt. Manaslu

Nepal's Tourism Ministry on Monday identified eight of the nine climbers killed in an avalanche that hit them before dawn a day earlier while they slept in their tents high on Mount Manaslu, the world's eighth tallest peak. Four of those identified were French, and the others were from Germany, Italy, Nepal and Spain. Searchers were still trying Monday to find six others who were missing. The climbers who died came from all walks of life. Here are snapshots of who they were.

Popular concern about US immigration policy has increased dramatically over the past two decades. During this period, the resources and technologies for enforcement of immigration law have also increased considerably. The remainder of US immigration policy ? particularly questions of how many immigrants the United States should admit, who should be eligible to immigrate, and what should be done about immigrants resident in the United States who reside in the country without legal status ? see much less consensus. President Obama and Governor Romney propose starkly different immigration policies, particularly on this final question of what to do about unauthorized immigrants resident in the United States.

In the 2008 presidential race, candidate Obama made a commitment concerning immigration that he didn?t fulfill. In that promise, however, can be found the roots of the 2012 Obama campaign?s approach to immigration policy. The promise was he would propose ?comprehensive immigration reform? in his first year as president. The exact meanings of comprehensive reform weren?t defined, but broadly included additional enforcement particularly enforcement focused on employers, legalization for many of the unauthorized immigrants resident in the United States, guest worker programs, and perhaps, a change to the foundation of eligibility for legal immigration to the United States. The specifics proved irrelevant as Obama didn?t make immigration reform a priority in his first two years of office. In the next two years, Republican control of the House of Representatives made unlikely any major immigration legislation that could receive support from the Republican House majority and the Obama administration. Obama and the Democrats did seek to pass a limited form of legalization that targeted young adults who had been brought to the United States as children and had graduated from high school (the DREAM Act). Although this bill passed the House and received support from a majority of US Senators, it was unable to overcome a filibuster in the US Senate led by the Republicans.

Realizing that comprehensive reform was unlikely, Obama increasingly used executive branch authority to focus enforcement efforts away from the young adults who would potentially benefit from the DREAM Act as well as away from unauthorized immigrants who had legal immigrant- or US citizen-family members. In the months before the election, the Obama administration established a two-year legal status that would allow young adults who had migrated without authorization to the United States as children to be able to remain in the country legally and to work. These efforts were criticized by advocates of immigration restriction, but serve as a core of the Obama approach to immigration in the 2012; Obama calls for an immigration system that is more ?fair, efficient, and just.? These positions don?t reflect a move away from a call for comprehensive immigration reform, but instead a tactical recognition that, in the contemporary political environment, neither party will compromise on immigration. Obama also used the power of the presidency to oppose state laws that sought to use state police to enforce immigration law and to challenge these state efforts in the federal courts.

Going into the campaign, Governor Romney didn?t emphasize his positions on immigration policy. These included largely non-controversial positions such as using legal immigration to attract more highly skilled immigrants and to make guest worker programs more efficient for employers, with few specifics on how he would achieve either goal. The Republican Party primaries, however, shifted immigrant enforcement and support for state efforts to enforce immigration law to the center of the Romney immigration agenda. At the core of Romney?s positions is his support for ?self-deportation,? the proposition that laws and public policy should make life so difficult for unauthorized immigrants to live in the United States that they will voluntarily return to the their countries of origin. Central to this notion of making life more difficult for the unauthorized is support for state laws to empower state and local authorities to enforce immigration law. Many states have passed such laws over the last several years. Perhaps the best known is Arizona?s SB 1070, which was the subject of Supreme Court review in 2012. Romney has also promised to veto the DREAM Act should it come to his desk as president.

The immigration debate between the two candidates, then, largely turns on the question of what to do about unauthorized migrants resident in the United States. Neither candidate has concrete positions on whether the standards for legal immigration ? which results in more than one million immigrants to the United States each year ? should be changed as some have proposed, or whether the United States should expand its programs to allow for short-term guest worker migrations to the United States (other than Romney?s call to make them more efficient). Each of these policy debates would need to be part of any serious reform of US immigration policy.

Consider, for example, Mr. Glanz?s claim that ?Online companies typically run their facilities at maximum capacity around the clock, whatever the demand?.? The inefficient use of power is largely driven by a symbiotic relationship between users who demand an instantaneous response to the click of a mouse and companies that put their business at risk if they fail to meet that expectation.?

No doubt.? But if enough consumers ?demand an instantaneous response to the click of mouse,? energy used by online companies to keep servers running at peak capacity isn?t wasted; it is, instead, used to satisfy consumers? demand for 24/7/365 fast Internet service ? demand that is both high yet unpredictable from minute-to-minute.

Anyone who still feels that online companies waste energy can make a mint by launching his or her own online company that uses electricity far more sparingly than do existing companies.? If Mr. Glanz?s presumption is correct, consumers will eagerly buy slower and less-reliable Internet service if it is sold at lower prices that reflect its less-wasteful use of energy.

The European Union announced new laws aimed at limiting crop-based biofuels to only 5 percent of transport fuel used in the region, according to Consumer Energy Report.

The European Union announced a major change in its biofuel policy earlier this week, making clear that new laws aimed at limiting crop-based biofuels to only 5 percent of transport fuel used in the region will soon be introduced, putting the biofuel industry itself in peril.

The decision is being made in order to allow room for so-called ?advanced biofuels,? a source of energy made from waste products that the EU hopes will take the lead in the industry. This would allow more crops, such as grains and sugar, to be used to feed the world?s population, a cause that has been championed by groups influential enough to paint a negative public image of the biofuel industry at large. Despite this hope, industry analysts are adamant that Europe?s biofuel sector will take a hit that it cannot recover from, predicting near-immediate closures of biofuel plants throughout the EU that will lead to thousands of lost jobs. With the industry itself heavily invested in meeting the current energy target dictated by previous EU policy ? 10 percent biofuel as transport fuel by the year 2020 ? the potential economic impact is severe. ?It?s a big U-turn in EU policy,? said Jean-Philippe Puig, chief executive of French oilseed group Sofiproteol, the parent company of the EU?s largest biodiesel producer. ?We have made lots of investment in order to meet the 10 percent target in 2020, including more than 1 billion euros in biodiesel plants in France.?

Because the European Union government body behind the proposal will need to have the policy change approved by governments and the European Parliment before it can be implemented as law, the process itself is expected to take up to two years to complete. Given that both sides of the debate are heavily invested in the outcome, with both humanitarian concern and bank accounts on the line, lively campaigning from all involved is to be expected as the issue plays out.

China's Xi seeks to reassure Southeast Asia on sea dispute

BEIJING (Reuters) - China's leader-in-waiting Xi Jinping sought to reassure Southeast Asian leaders on Friday that his country wanted only peaceful relations with them, following months of growing tensions over the strategically located South China Sea.

Speaking at the opening of a trade fair in southern China for Association of Southeast Asian Nations (ASEAN) members, Vice President Xi said China's own prosperity could only be guaranteed by having good relations with its neighbors.

"The more progress China makes in development and the closer its links with the region and the world, the more important it is for the country to have a stable regional environment and a peaceful international environment," Xi said.

"Having gone through numerous vicissitudes in modern times, we are deeply aware of the importance of development and how valuable peace is," he added, according to state media.

Beijing's assertion of sovereignty over a vast stretch of the South China Sea has set it directly against Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to other parts of the region, making it Asia's biggest potential military troublespot.

At stake are potentially massive offshore oil reserves. The seas also lie on key shipping lanes.

Vietnam Prime Minister Nguyen Tan Dung is one of the ASEAN leaders attending the trade fair, held in the city of Nanning.

Xi said China - currently also involved in a dispute with Japan over a group of uninhabited islets in the East China Sea -wanted the peaceful resolution for its diplomatic arguments.

"We are firm in safeguarding China's sovereignty, security and territorial integrity and are committed to resolving differences with neighbors concerning territorial land, territorial sea and maritime rights and interests peacefully through friendly negotiations," he said.

"China's sustained development and prosperity offer an important and lasting window of opportunities to its neighbors, and promise important development opportunities to countries around the world, ASEAN countries included," Xi added.

China has resisted proposals for a multilateral code of conduct for the South China Sea, preferring to try to negotiate disputes with each of the far less powerful individual claimants.

It has also stepped up activity in the region, including establishing a military garrison on one of the disputed islands, and accused Washington of seeking to stir up trouble far from home.

Unprecedented arguments over the sea prevented an ASEAN summit in July from issuing a joint communiqu?, the first time this had happened in the 10-member bloc's 45-year history.
