Union meets internally, to talk with NHL Monday

NEW YORK -- There was no formal negotiating session following Sunday's round of informational discussions between the NHL and NHLPA, but the two sides plan to meet again Monday, according to the union.

After a series of conference calls on Friday to go over the league's latest proposal -- submitted to the union on Thursday evening -- staff members from both the NHL and NHLPA met face-to-face at NHL offices in Manhattan on Sunday. The two sides met for approximately three hours, a source told ESPNNewYork.com, before the union met internally to determine whether to reconvene.

The union's decision to wait to meet until Monday could be an indication that it will come back to the league with a counter-proposal of its own.

Should the NHLPA counter with its own offer, it is possible the union will take issue with the proposed $60 million salary to take effect for the 2013-14 season, a steep decrease from the $70.2 million cap for the 2012-13 season (pro-rated). It is believed that players are concerned with escrow rates as well.

Sunday's face-to-face meeting was the first time the two sides have been in the same room since a failed second attempt at federal mediation over two weeks ago.

The window to salvage the season is narrowing each day that goes by without a new agreement in place.

In the NHL's latest proposal, which featured concessions on term limits, salary variance and amnesty buyouts, the league provided the union with some key dates to save the 2012-13 season.

The league indicated that a deal would have to be in place by Jan. 11, to provide teams with a one-week training camp before what would be slated as the season opener on Jan. 19.

There is another deadline looming for the union as well. The NHLPA has until Wednesday to file a disclaimer of interest, which would essentially dissolve the union. The union membership voted last week -- a vote that passed overwhelmingly -- to authorize the executive board the power to decide.

The league has already canceled all games through Jan. 14, including the annual Winter Classic, which was originally scheduled to take place Monday in Ann Arbor, Michigan.

Putin signs law banning American adoptions

Russian President Vladimir Putin signed into law a ban on Americans adopting children from Russia. Many Americans, and many Russians, see the ban as a political maneuver that comes at the expense of children. Channel Four's Jane Deith reports.

President Vladimir Putin signed a law on Friday that bans Americans from adopting Russian children and imposes other measures in retaliation for new U.S. legislation meant to punish Russian human rights abusers.

The law, which has ignited outrage among Russian liberals and children's rights advocates, enters into force on Jan. 1 and is likely to strain U.S.-Russia relations.

As well as banning U.S. adoptions, it will also outlaw some non-governmental organizations that receive U.S. funding and impose a visa ban and asset freeze on Americans accused of violating the rights of Russians abroad.

The law could block dozens of Russian children expected to be adopted by American families from leaving the country and cut off one of the main international routes for Russian children to leave orphanages that are often dismal. Russia is the single biggest source of adopted children in the United States, with more than 60,000 Russian children being taken in by Americans over the past two decades.

The bill is retaliation for an American law that calls for sanctions against Russians deemed to be human rights violators and part of an increasingly confrontational stance by the Kremlin against the West.

Putin said U.S. authorities routinely let Americans suspected of violence toward Russian adoptees go unpunished ? a clear reference to Dima Yakovlev, a Russian toddler for whom the bill is named. The child was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter.

Children's rights ombudsman Pavel Astakhov on Wednesday said that 46 children who were about to be adopted in the United States would remain in Russia if the bill came into effect. On Thursday, he petitioned the president to extend the ban to other countries.

Would-be adoptive parents in the United States are left hanging by Putin's signing of the bill, which was passed by Russian lawmakers last week.

Among them are John and Renee Thomas of Minnetonka, Minn., Kari Huus of NBC News reported.?The Thomases have already adopted Jack, 7, from Russia. When they found out he had a little brother, they began the process to try to adopt him, too. The wait has stretched to four years, and now the adoption may be in danger.?

"When Jack is asked about his family, he talks about his brother," John Thomas said. "He always asks, 'When is he coming home?' We just tell him we?re waiting for the call."

UNICEF estimates that there are about 740,000 children without parental custody in Russia, while only 18,000 Russians are now waiting to adopt a child.

Russian President Vladamir Putin has said he'll sign a proposed law that would halt adoptions of Russian children to Americans. NBC's Duncan Golestani reports.

The U.S. State Department on Thursday repeated its opposition to the Russian measure.

"The welfare of children is simply too important to tie to the political aspects of our relationship," State Department spokesman Patrick Ventrell said. "Additionally, we are deeply troubled by the provisions in the bill that would restrict the ability of Russian civil society organizations to work with American partners." ?

Critics of the bill left dozens of stuffed toys and candles outside the parliament's lower and upper houses to express solidarity with Russian orphans.?

An online petition urging the Kremlin to scrap the bill garnered more than 100,000 Russian signatures.?

Apple's patent claim against Samsung's Galaxy S III mini is no more, with Cupertino citing the phone's lacking availability in the US for the amendment to its original November filing. In the ongoing litigation between the two electronics giants, Samsung argued that it's Galaxy S III mini didn't warrant inclusion in the latest volley of Samsung devices Apple wants added to its patent lawsuit; Apple apparently agreed, and is thusly withdrawing its claim against that particular device. The argument also highlights the sad news that the S III mini won't join Samsung's Galaxy lineup in the US.

An agreement filing spotted by Reuters from a San Jose, CA. US District Court revealed today's news, coming just days after Judge Lucy Koh dismissed a request to permanently ban sales on several Samsung devices. It's unclear if the other Samsung devices Apple asked to be added to the ongoing case are approved yet by the court, but we can certainly count the S III mini out for the time being.

Ouya developer kits are shipping, $99 Android game console ...

The makers of the Ouya video game console have started shipping developer kits to folks who paid $699 or more during the team?s successful Kickstarter campaign. The company plans to start shipping Ouya units to customers early in 2013, with the video game console selling for about $99 plus shipping.

SlashGear reports the first units should begin arriving this week.

The Ouya game console is a small box with an NVIDIA Tegra 3 quad-core processor, 1GB of RAM, 8GB of storage, WiFi, Bluetooth, a USB 2.0 ports, Ethernet, and HDMI ports.

It runs Google Android software, but it?s not a phone or a tablet. Instead the Ouya console is designed to be plugged into your television so you can play games on the big screen. It also includes a wireless game controller, a game store, and more.

The developer consoles come with two controllers ? but their main appeal is that they?re shipping a few months ahead of the final units, which should give game developers (or serious enthusiasts) a chance to try out the device before it?s available to the general public, and adapt games to run on the platform.

While there?s no shortage of video game consoles for the living room, the developers of the Ouya project want to lower the barriers to entry for independent game developers. Basically, if you can create a game that runs on Android, it can run on Ouya ? you don?t need to go through the hassle of signing with a game publisher, packaging the title on a disc and distributing it to game stores.

On the other hand, the Ouya is expected to ship to regular customers in early 2013 with hardware that was state of the art in early 2012. While you can still write some pretty nifty games for the Tegra 3 processor, Samsung and Qualcomm are already offering mobile processors with significantly more graphics power, and NVIDIA is expected to launch a Tegra 4 chip soon.

Will the Ouya feel dated by the time it finally arrives? Then again? with a $99 price tag, does it really matter?

(AP) ? Several protesters were detained Wednesday morning outside the upper chamber of Russia's parliament as it prepared to vote on a controversial measure banning Americans from adopting Russian children.

The bill was endorsed by the lower house last week and would be sent to President Vladimir Putin to sign if the Federation Council votes for it on Wednesday. It is one part of a larger measure by angry lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators.

Some top government officials, including the foreign minister, have spoken flatly against the bill, arguing that the measure would be in violation with Russia's constitution and international obligations.

Several people with posters protesting the bill were detained outside the Federation Council Wednesday morning. "Children get frozen in the Cold War," one poster read.

The vote is expected in early afternoon.

Critics of the bill say it victimizes orphans by depriving them of an opportunity to escape often-dismal Russian orphanages. There are about 740,000 children without parental custody in Russia, according to UNICEF. More than 60,000 Russian children have been adopted in the United States in the past 20 years.

The bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter. Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

Russian children rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were about to be adopted by U.S. citizens would stay in Russia ? despite court rulings in some of these cases authorizing the adoptions.

Astakhov also insisted that all adoptions would be halted once the bill is signed by Putin, but a senior lawmaker at the Federation Council insisted it cannot be enacted immediately.

Mikhail Margelov, chairman of the Council's foreign affairs committee, said that a bilateral Russian-U.S. agreement binds Russia to notify of a halt in adoptions 12 months in advance.

Putin hasn't committed to signing the bill but referred to it as a legitimate response to the new U.S. law.

Kick the car habit

"Each gallon of gas we burn releases approximately 20 pounds of CO2 into the atmosphere," said?Phil Valko, the university's director of sustainability. "With rising gas prices, rising sea levels and increasing traffic congestion, going car-free is a challenge that more and more individuals are interested in taking on."

Parents: Make every day count

Communications has come quite a long way since I was a troop in the US Army. Commo as we call it was often tenous at best and many times we could not even talk to our superior or subordinate units when we needed to.

Heat and bad atmospheric conditions hampered our operations and we had to use and maintain the correct authentication codes in order to communicate.

Radios were heavy and generally unreliable but when they worked well they were worth their weight in gold. We used to scramble to find them before we went to the field. If we could find extras we kept them hidden for emergencies.

The U.S. Army recently awarded General Dynamics C4 Systems and Rockwell? Collins with a $306 million contract for 3,726 Handheld, Manpack, Small Form Fit? (HMS) AN/PRC-155 Manpack radios.

?With the game-changing PRC-155 networking radio, soldiers can be confident? they will have access to lifesaving voice and data communications,? said Chris? Marzilli, president of General Dynamics C4 Systems, in a recent GD press? release.

The two-channel PRC-155 completes? the Army?s tactical network by connecting upper to lower tiers, legacy to future? waveforms and terrestrial to over-the-horizon links, said Chris Brady, vice? president of Assured Communications for General Dynamics C4 Systems.

PRC-155s weigh 14 pounds with battery and can be mounted in a vehicle or? carried in a pack. Now 1 pounds can get pretty heavy when you have to carry it around on your back for an extended amount of time but its much better than the radio that it replaces.

It has also been certified by the National Security Agency to communicate? classified voice and data at the Top Secret level and below.? The? certification makes the radio the only secure, two-channel networking radio to? communicate data across the entire force structure between battalion? headquarters and soldiers on foot and in vehicles.

This gives commanders a control and flexibility that is unprecedented before now. Commanders can issue orders directly so that their is no ambuguity and there is no more hoping that the last order was relayed correctly down to the troops who actually have to execute it on the ground.

Could the US learn from Australia's gun-control laws?

As the US debates its gun laws in the wake of the Newtown, Conn., shooting, some Australians are urging the US to consider modeling its laws after Australia's.

Almost two weeks after a shooting spree stunned Australia in 1996, leaving 35 people dead at the Port Arthur tourist spot in Tasmania, the government issued sweeping reforms of the country?s gun laws.

There hasn?t been a mass shooting since.
?
Now, after the recent shooting at a Connecticut elementary school, Australia?s National Firearm Agreement (NFA), which saw hundreds of thousands of automatic and semi-automatic weapons bought back then destroyed, is being examined as a possible example for the US, to mixed reaction in Australia.

Australians have been following the Connecticut tragedy closely, and many say the US solution lies in following Australia?s path, or at least reforming current laws. But a small but vocal number of Australia?s gun supporters are urging caution.

Just 12 days after the 1996 shooting in Port Arthur, then-Prime Minister John Howard ? a conservative who had just been elected with the help of gun owners ? pushed through not only new gun control laws, but also the most ambitious gun buyback program Australia had ever seen. Some 650,000 automatic and semi-automatic rifles were handed in and destroyed under the program.

Though gun-related deaths did not suddenly end in Australia, gun-related homicides dropped 59 percent between 1995 and 2006, with no corresponding increase in non-firearm-related homicides. Suicides by gun plummeted by 65 percent, and robberies at gunpoint also dropped significantly. Many said there was a close correlation between the sharp declines and the buyback program.

A paper for the American Law and Economics Review?by Andrew Leigh of the Australian National University and Christine Neill of the Wilfrid Laurier University reports that the buyback led to a drop in the ?rearm suicide rates of almost 80 percent, "with no significant e?ect on non-?rearm death rates. The e?ect on ?rearm homicides is of similar magnitude but is less precise.?

Perhaps the most convincing statistic for many, though, is that in the decade before the Port Arthur massacre, there were 11 mass shootings in the country. Since the new law, there hasn?t been one shooting spree.

In the wake of the shooting, polls indicated that up to 85 percent of Australians supported the measures taken by the government.

Insight: Security fears dogged Canada debate on China energy bid

OTTAWA (Reuters) - In September, two months after China's state-owned CNOOC Ltd made an unexpected $15.1 billion bid for Canadian energy company Nexen Inc, Canada's spy agency told ministers that takeovers by Chinese companies may threaten national security.

The rare warning from the Canadian Security Intelligence Service (CSIS), which was disclosed to Reuters by intelligence sources, did not stop the takeover. That was approved by Canadian authorities earlier this month.

But the intervention and an influential U.S. lawmaker's warning in October that Canadian companies should be careful about doing business with Chinese telecom equipment companies Huawei Technologies Co and ZTE Corp made the approval process for the deal more difficult than initially expected.

"CSIS did not like the Nexen bid and thought it was a bad idea for Chinese firms to be investing in the oil sands. It all played into their greater fears about firms like Huawei," said one person familiar with the agency's concerns. "They do not want to wake up one day and realize a crucial sector of the economy is under the control of foreign interests."

And after listening to the spy service, which usually keeps a low profile, Canada drew up surprisingly tough foreign investment rules that were unveiled when approving the Nexen deal, China's biggest-ever successful foreign takeover. In a clampdown on companies it deems influenced by foreign governments, Canada will block similar purchases in the future.

CSIS has been silent about what it said to Ottawa on the Nexen transaction, and it declined to comment for this story. It didn't specifically recommend the CNOOC deal be blocked, but rather warned more generally about such deals with Chinese entities, the person said.

In reality, the government was unlikely to want to block the CNOOC bid, given a high-profile push by Prime Minister Stephen Harper earlier in the year to boost ties with China, and given that a lot of Nexen's assets are outside Canada, and it has underperformed other energy companies.

SPECIFIC WORRIES

By pushing back aggressively, CSIS ensured that it got foreign investment policy tightened significantly to deter similar such takeovers by companies under the sway of foreign governments.

"I think people at CSIS and elsewhere are going 'Good. That was a very good response by the government'," said Ray Boisvert, a former CSIS assistant director of intelligence, who retired this year after almost three decades at the agency.

"It did reflect some of those deep strategic concerns that practitioners have had about this kind of investment."

Specific worries include theft of Canadian intellectual property, espionage, computer hacking and foreign companies gaining too much influence over crucial sectors of the economy, said the person familiar with the agency's views.

The government could, in theory, nationalize assets if it thought foreign control was problematic. But the pro-business Conservatives would likely find it politically unpalatable to take such a step.

"To be blunt, Canadians have not spent years reducing the ownership of sectors of the economy by our own governments, only to see them bought and controlled by foreign governments instead," Harper said as he announced the new investment rules.

In October, the U.S. House of Representatives' Intelligence Committee urged U.S. firms to stop doing business with Huawei and another Chinese telecom equipment company ZTE on the grounds that Beijing could use products made by the two companies to spy.

The House Intelligence Committee's chairman, Rep. Mike Rogers, a Michigan Republican, urged Canada to take a similar stance, and two days later, the Canadian government indicated it would not let Huawei help build a secure government communications network because of possible security risks.

"The Huawei business caused a lot of political complications for the CNOOC bid," another person familiar with the CNOOC deal said of the U.S. committee's report.

Both Huawei and ZTE have repeatedly denied the allegations in the report, and China's foreign ministry dismissed as "baseless" the idea that security concerns could impede commercial ties.

"We hope that the relevant party can objectively and justly treat Chinese companies' overseas investment and cooperation plans, and stop actions which harm Chinese companies' image and do more to benefit the promotion of bilateral trade and business cooperation," said ministry spokeswoman Hua Chunying.

CLANDESTINE SUPPORT

In its annual report, released in September, CSIS noted risks that included espionage and illegal technology transfers, and said some foreign state-owned enterprises had "pursued opaque agendas or received clandestine intelligence support for their pursuits" in Canada.

The agency did not give details, but added: "When foreign companies with ties to foreign intelligence agencies or hostile governments seek to acquire control over strategic sectors of the Canadian economy, it can represent a threat to Canadian security interests."

CSIS, hit by controversy in 2010 after its head suggested China had too much influence over some Canadian provincial politicians, did not mention any country or firm in its report.

It is unclear how much, if any, influence the United States had on the Canadian authorities' foreign investment policy.

Fen Hampson, head of the global security program at the Centre for International Governance Innovation in Waterloo, Ontario, said he had learned that a U.S. official visited Ottawa in the last few months to discuss mutual concerns about foreign state-owned enterprises.

U.S. Ambassador David Jacobson told Reuters he was not aware of such a meeting, but he noted that officials from the two countries met constantly. "I would be surprised if almost any issue you could think of has not come up in one or more of those conversations," he said. "The United States has not sought to influence Canada's decision with respect to that (CNOOC's bid)... We respect that decision."

The Canadian government did not respond to a request for a comment.

Chinese companies have bought up smaller Canadian energy firms before, but the July 23 bid for Nexen was their first attempt to buy one of the larger players.

Nexen has assets in Canada, the North Sea, Nigeria and the Gulf of Mexico. Technology that Nexen and its partners use for deep sea drilling could interest CNOOC. [ID:nL4N09N3R5]

Asked about the CSIS concerns, a spokeswoman for Industry Minister Christian Paradis replied: "The government has the authority to take any measures it considers necessary to protect national security."

Yet two people close to the deal noted that the Canadian government did not exercise its option to do a separate review of the potential security risks of the CNOOC-Nexen bid, again signaling its concerns were tied to overall Chinese investment rather than to this particular deal.

Under the new rules, which Paradis is responsible for enforcing, foreign state-owned enterprises can no longer buy controlling stakes in assets in the oil sands, the biggest reserve of crude oil outside Saudi Arabia and Venezuela.

Such enterprises can buy minority stakes in the oil sands, or majority stakes in companies outside the oil sands. Companies deemed to have strong government links will be treated with particular caution wherever they propose to invest.

"When it comes to our security and intelligence services, they would rather pull up the drawbridge than let it down," said Hampson, co-author of a report on trade ties between Canada and emerging nations that he discussed with Harper in June.

Bank of England offers glum outlook for 2013

LONDON (Reuters) - The economy is likely to remain stagnant in the near term but inflation will probably exceed 2 percent in the next year and also faces further risks from higher food prices, Bank of England policymakers said on Wednesday.

After its December 5-6 meeting, the BoE's Monetary Policy Committee decided to keep its main interest rate at a record-low 0.5 percent and its bond purchases at 375 billion pounds as expected, with stubborn inflation trumping worries about a sluggish economy.

Wednesday's minutes showed that David Miles was again the only MPC member to support another expansion of the asset purchase programme, arguing that there was enough slack in the economy to allow higher output without extra inflation. He voted for a 25 billion-pound top-up.

"Most members agreed that developments on the month had done little to alter the balance of arguments between maintaining and increasing the size of the monetary stimulus," the minutes said.

There was little market reaction to the release.

Philip Shaw, economist at Investec, said it would probably take another two months of data to shift arguments over more quantitative easing one way or another.

"It's possible that the committee's commentary over the economy from early next year becomes a little less downbeat," he said. "Our central view is that the MPC will refrain from sanctioning any further QE over 2012 but clearly that's subject to economic developments."

In November the Bank agreed to return to the finance ministry coupon payments on the gilts it had bought so far, saying the transfer would be equivalent to more than 35 billion pounds' worth of monetary easing.

However, in the minutes the central bankers said the monetary impact of the transfer would be slightly smaller in the very short term than initially assumed, because it had led to a reduction in the issuance of Treasury bills rather than gilts.

"The committee agreed that an early understanding of the government's gilt issuance plans for the 2013-14 financial year would be helpful for its monetary policy decisions," they said.

Some parliamentarians and economists have criticised the deal, saying it potentially threatened the BoE's independence.

Q4 CONTRACTION

The minutes said economic output was likely to be broadly flat in the near term, but there would probably be a contraction in the fourth quarter.

Dangers from the euro zone had eased, although uncertainty about U.S. budget talks posed risks.

"The deterioration in UK competitiveness over the past couple of years represented a potential headwind to the ability of UK exporters to benefit from a pick-up in global growth," the minutes said.

The Bank also said that inflation was likely to remain above its 2 percent target for the next year or so, though food prices could be driven up by bad weather disrupting planting.

Inflation held at 2.7 percent in November, its highest since May, confounding forecasts for a dip.

Last week MPC member Paul Fisher told Reuters he would wait for signs inflation was coming down before voting to extend QE, though he added that more gilt purchases would probably be needed to keep policy accommodative.

The Bank chief economist Spencer Dale has warned that inflation was unlikely to fall back to target for some time, and the BoE's own forecasts do not see inflation below 2 percent until the third quarter of 2014.

Economists polled by Reuters do not expect any change in interest rates until then, and put the chance of more asset purchases at just 40 percent. ($1 = 0.6155 British pounds)

Research into bleeding prevention post-birth could save lives

Dec. 17, 2012 ? Research brings together evidence about the potential for misoprostol to prevent bleeding after home births in low resource countries.

A new research review published November 27 in BJOG: An International Journal of Obstetrics and Gynaecology demonstrates that taking the tablet misoprostol after the birth of the baby helps prevent postpartum haemorrhage (PPH) (a blood loss of more than 500ml) amongst women delivering at home. The evidence for this is strongest in two studies in India and Pakistan, where frontline health workers attended the delivery and provided the tablets.

Every day about 800 women die from complications associated with pregnancy and childbirth. The majority of these deaths occur in low resource countries and many are the result of bleeding following the birth of the baby.

Previously published reviews have examined medications to prevent PPH, but this is the first to focus on misoprostol taken orally (as a tablet) in a home birth setting. "We know that another medication, oxytocin, is the most effective means of preventing PPH. However, it requires cold storage and needs to be given by a skilled birth attendant. The reality is that many women in low resource countries give birth in settings that offer neither of these things. For these women having access to a simple oral tablet that reduces their chance of bleeding heavily after their baby is born could be lifesaving." said lead researcher Professor Vanora Hundley of Bournemouth University.

Dr Bilal Avan, Scientific Coordinator for IDEAS, an evaluation project at the London School of Hygiene & Tropical Medicine working with partners in areas where maternal and newborn mortality burdens are high, said:

"Given the poor health system infrastructure and lack of skilled staff in low resource settings, there is significant potential for the innovative use of technologies or drugs, like misoprostol, for safe home deliveries. Although by no means a substitute for giving birth in a health facility, using misoprostol at a home delivery could be an effective intermediate measure until health systems in these settings achieve acceptable standards of service delivery."

The authors from Bournemouth University, London School of Hygiene & Tropical Medicine, University of Aberdeen and INOVA Fairfax, analysed data from six trials involving a total of 10,798 women who gave birth at home in low and middle income countries. Although all six trials showed some benefits from the use of misoprostol, only two -- both in South Asia ? provided sufficiently?robust evidence to draw firm conclusions, and thus further trials are needed in other types of home birth settings.

There are also concerns about potential adverse effects. The review shows that self?limiting effects such as shivering and fever were more common among the group of women that took misoprostol. However, in all studies there was limited data on adverse effects for the baby or the potential for inappropriate or inadvertent use of the tablets.

As emphasized by Professor Wendy Graham from the University of Aberdeen "Deciding when evidence of a medication is strong enough and sufficiently generalizable to recommend wide?scale adoption is often difficult, particularly where health systems are weak, and where the drug also carries some risks. From our review, we highlight the need to continue to build the evidence base to inform routine use of misoprostol across the very diverse circumstances in which homes birth take place, and to develop local implementation and safety guidelines.
