APNewsBreak: US aid a step toward Korea nuke talks (AP)

The United States is poised to announce a significant donation of food aid to North Korea this week, the first concrete accomplishment after months of behind-the-scenes diplomatic contacts between the two wartime enemies. An agreement by North Korea to suspend its controversial uranium enrichment program will likely follow within days.

A broad outline of the emerging agreement has been made known to The Associated Press by people close to the negotiations.

Discussions have been taking place since summer in New York, Geneva and Beijing. They have already yielded agreements by North Korea to suspend nuclear and ballistic missile testing, readmit international nuclear inspectors expelled in 2009, and resume a dialogue between North Korea and South Korea, according to the people, who spoke on condition of anonymity because of sensitivity of the negotiations.

The announcement of the food aid, expected to take place as early as Monday in Washington, not only would be welcome news for North Korea, but also pave the way for another crucial U.S.-North Korea meeting in Beijing on Thursday. That meeting in turn could lead within weeks to the resumption of nuclear disarmament talks that would also include China, Japan, Russia and South Korea.

The so-called six-party talks were last held three years ago, and resuming them would amount to a foreign policy coup for the Obama administration.

Suspension of uranium enrichment by North Korea had been a key demand from both the U.S. and South Korea of the North, which has tested two atomic devices in the past five years.

The U.S. would provide 240,000 tons of high-protein biscuits and vitamins ? 20,000 tons a month for a year ? but not much-wanted rice, according to reports in the South Korean media. It would be the first food aid from the U.S. in nearly three years.

Negotiators have sought for two decades to convince North Korea to dismantle its plutonium-producing nuclear reactor at Yongbyon, which the government insists exists to generate much-needed power. But plutonium can be used to make atomic bombs, and North Korea also stands by its right to develop missiles to defend itself against the nuclear-armed United States.

In 2009, North Korea tested a missile capable of reaching U.S. shores, earning widespread condemnation and strengthened U.N. sanctions. An incensed North Korea, which insisted the rocket launch was designed to send a satellite into space, walked away from ongoing nuclear disarmament talks in protest.

In the weeks that followed, North Korea tested a nuclear device and announced it would begin enriching uranium, which would give it a second way to make atomic weapons.

"North Korea's disclosure of a uranium enrichment program was bait" for negotiations and aid, said Jeung Young-tae, an analyst with the Korea Institute for National Unification in Seoul. "And the United States grabbed that bait."

With little arable land and outdated agricultural practices, North Korea has long struggled to feed its people. Flooding and a harsh winter further destroyed crops. The World Food Program issued a plea earlier this year for $218 million in humanitarian help to feed the most vulnerable.

As donations trickled in, Washington deliberated for months on whether to contribute food aid.

Then, in July, U.S. and North Korean negotiators met in New York, and again in Geneva in November. Two days of discussion on food aid last week in Beijing led up to this week's expected announcement of a food-aid package.

This diplomatic dance has unfolded as North Korea prepares for two milestone events for its citizens: the 100th anniversary of the April 1912 birth of President Kim Il Sung, who is officially regarded as the nation's "eternal president" long after his death, and a movement to prepare Kim Jong Un, son of current leader Kim Jong Il, to become the next ruler.

A peace treaty with the U.S. to formally end the Korean War and ensure stability on the Korean peninsula has remained a key goal for the North Korean leadership. The war that erupted in 1950 was suspended with an armistice in 1953, but tensions on the Korean peninsula have remained high ever since.

A technical state of war remains, and the U.S. maintains a garrison of 28,500 troops in South Korea to protect its ally against aggression.

More recently, the deadly March 2010 sinking of a South Korean warship and a November 2010 artillery attack on a front-line South Korean island populated by civilians only deepened tensions between North Korea and the West.

Besides a food aid deal, another tangible sign of diplomatic progress has been North Korea's recent willingness to discuss letting U.S. military officials into North Korea to recover remains of U.S. servicemen killed ? a project suspended by Washington in 2005. North Korea has agreed to allow a first U.S. team into the country in the spring, officials said.

But overlying all of this is a desire by the U.S. and its allies to restart nuclear disarmament negotiations.

In Washington, State Department spokeswoman Victoria Nuland said Friday that there was no announcement yet on food aid or further U.S. talks with North Korea.

However, those with knowledge of the negotiations told the AP an announcement was expected as soon as Monday, and would include a provision for better monitoring of food distribution to allay concerns that aid meant for the most needy is diverted to North Korea's powerful military.

Nuland, who has said the government wants to ensure the food goes to the needy, "not to the regime, and not to go locked up in storehouses," has said the food in question is better characterized as "nutritional assistance."

"When you think about food, you think about sacks of rice, cans of food, things that might easily be diverted to the wrong purpose," she said Thursday.

"When you talk about nutritional assistance, it could be that, but it could also be things like vitamin supplements to populations in need, like women and children; it could be high protein biscuits or other things." The concern, she said, is that items intended for starving women and children "not find themselves on some leader's banquet table."

Koda wandered breifly what was going through the Alpha's head. Allowing a human to watch them, it was risky, and he did not like risks very much.

"Keep up runt!" Snarled a large female wolf in front of him, her pelt thick and rich brown, her amber gold eyes glaring at him. Koda knew that not many in the pack respected, nor liked him, wich was why he flattened his ears and tucked his tail between his back legs in a submissive way, nodding to the older and more experianced wolf. "Sorry Nisha." she merely shot another glare at him, speeding up to catch up with the rest of the pack.

Koda didnt know what the problem was, he was nice enough, and even if he was a bit timid and sometimes acted bossy he was still kind to the other pack members. In fact, them treating him so bad had started making him more timid and afraid to speak out against the wishes of the alpha, who most of the time made questionable descisions.

"Koda!" Nisha growled again, breaking him from his thoughts and taking him back to reality just a second before he ran into a tree. "Sorry!" he answered lamely, ducking his head and moving away from the tree, the rough bark brushing against the multitude of gray and black fur in his pelt. He was quiet different from most of the other wolves, apperance wise, and personality wise.

While his pelt was lighter, and not as thick, as well as many shades of gray, mixed with black flecks and a white underbelly. Others were darker coated, dark gray, or black, or even rich brown. His eyes were much different as well, they were blue, while the others were amber, gold, or a mix of green, yet he had never seen another wolf with blue eyes.

He sighed, the night drawing on and on, the song of his fellow pack floating through the air. They were out on a hunt, but he knew that there would be no place for him to do anything, none of the others really let him help out in hunts. So as silently as he could he slipped away, heading deeper into a part of the forest that was mostly secluded, as he was a fairly new wolf he was just beggining to grasp how to change back and forth at will, but still hadnt perfected it.

Instead of attempting the long process of trying to change back he settled down between two bushes, stretching out onto the ground before curling up into a tight ball, resting his tail over his nose as he drifted off into a dreamless sleep.

That morning when Koda woke up he was met by the sound and smell of a human. His light pelt stuck up at odd angles, his soft blue eyes startled as he stood quickly, trying to find where the human was.

Indeed, Koda was not very experiances with humans, but he knew better then to go near them, escpecially if he was still stuck in his wolf body. When Koda saw that the human was not too far away he hunkered back down into the bushes, flattening himself against the ground and keeping most of him hidden, all but a small part of his head, wich poked out to watch the human girl wearily.

Call to Ban Cell Phones While Driving Is Absurd (ContributorNetwork)

COMMENTARY | The National Transportation Safety Board (NTSB) is calling for a ban on the use of all cell phones, including hands free models for all drivers. According to tgdaily.com, it is because "more than 3,000 people lost their lives last year in distraction-related accidents." This study doesn't say if these are cell phone-related or not, but we'll assume they are. Should such a ban be enacted?

Why is it that we feel it is necessary to infringe on people's freedoms just because there are people out there who have no personal responsibility? Because 3,000 people have been involved in accidents, all drivers should not be punished equally. This is the wrong approach. This is no different than using a double load of buckshot to swat a fly, more than just the fly is going to suffer or not allowing McDonald's to put toys in their Happy Meals because some parents can't control what their children eat.

Government doesn't need to control everything its citizens do. Each time we let them intrude in one area, they will find something else to stick their nose into, using the argument that "We already are doing this so we might as well as do that." As an example, let's say we ban the use of cell phones because we don't want distracted drivers and then we find there is a lot of accidents caused by people who are changing their radio stations. Do we then ban the listening of radios in vehicles, citing the precedent of the banning of cell phones? After all, it is another distraction and people have been killed.

In the meantime, we continue to allow drivers who haven't taken a driving test in 50 or more years to renew their licenses without having to prove they are still capable of reacting in time to avoid accidents, or distinguishing the difference between the gas and brake pedals. Perhaps there haven't been enough deaths caused by elderly drivers yet to require action?

If 3,000 deaths is a lot, isn't even one death too much? Absolutely, but not when you compare it to the deaths of approximately 1.2 million people who are legally aborted every year right here in America, according to the Wiley Online Library. What are these deaths we seem to not be concerned about? This is the number of abortions performed in 2008. Where is the outcry on this?

Review: Samsung's Galaxy Nexus a sweet smartphone (AP)

SAN FRANCISCO ? As fans of Google's Android mobile software well know, each new version is named after a sugary treat, such as Gingerbread or Honeycomb. Android is about to get even sweeter with Ice Cream Sandwich ? a smooth, feature-rich operating system that will run first on the delectable Samsung Galaxy Nexus smartphone.

The combination of Google's software and Samsung's hardware makes the Galaxy Nexus one of the best candidates to compete with Apple's latest iPhone, though its price is steep. It will be available Thursday in the U.S. for $299 with a two-year Verizon Wireless contract.

Like the previous phone in the Nexus line, the Nexus S, the Galaxy Nexus was jointly developed by Google Inc. and Samsung Electronics Co. It features a slim frame with a large, curved glass screen that's comfortable for chatting with friends and excellent for watching videos. There are 32 gigabytes of built-in storage space on the Verizon version of the phone, but no external slot for a microSD memory card.

The screen, a pocket-busting 4.65 inches at the diagonal, makes the iPhone's 3.5-inches look diminutive. And despite the size, the Galaxy Nexus manages to weigh just 4.8 ounces, slightly less than Apple's offering.

On it, videos and Web pages looked crisp and bright, with rich colors. I started watching a video during testing ? an HD copy of "The Help" that I rented from Google's Android Market ? and had to force myself to break away to test other features of the device.

With the latest version of Android under the hood, the Galaxy Nexus is packed with new and improved features. Many of them are great; others are simply great in theory.

Overall, the software looks fresher and less cluttered. The virtual "buttons" that usually sit at the bottom of the screen have been redesigned. There's still a "home" and a "back" button, but no "menu" button to pull up various options within an app. Instead, there's now a "recent apps" button that shows what you've been doing lately on the phone.

Another neat change: The buttons are completely virtual, so they change directions when you flip the phone sideways and disappear when you're viewing photos or videos.

Other changes to Android include an overhaul of its virtual keyboard, meant to make it easier to type without messing up ? something I've always had trouble with on the stock Android keyboard. I was often able to type more accurately than in the past, but sometimes still ended up with unintended words in my messages.

The Android browser and Gmail are updated, too. Gmail's new functions include the ability to search emails while offline, while the browser is zippier and has a "request desktop" option so you can check out webpages in their non-truncated desktop version.

One new feature that falls into the "great in theory" category is Face Unlock, which uses facial-recognition technology to unlock the phone from standby mode. To set it up, you take a picture of your face with the phone. Then, all you have to do to unlock the phone is stare at the screen after you press the power button.

Most of the time it didn't work, though, probably because the phone couldn't recognize my face from certain angles. I was also able to fool it by holding up a shot of my face on an iPhone. So much for security.

Ice Cream Sandwich also has Android Beam, which lets you share such content as a Web page, map or video between two Android phones by bringing the backs of the phones close together. It only works with phones that have this Android software and near-field communication technology, though, so unless you and your friend both buy the Galaxy Nexus you'll be out of luck at launch.

More immediately useful was the phone's 5-megapixel camera, which is the snappiest I've seen on any Android phone. There was almost no shutter lag between shots, even when I had just turned the camera on.

Still, I would have preferred a higher-resolution sensor ? 8-megapixel cameras are quickly becoming common on smartphones. In addition, photos I took could have been brighter, though this can be improved on somewhat by using some of the available editing options, including numerous color filters and adjustable contrast options.

Like the iPhone 4S and some other high-end smartphones, the Galaxy Nexus can record high-definition videos in 1080p ? the best resolution you can get on a consumer camera. I had some fun taking sunset videos with a time-lapse feature, and there are some goofy filming effects to play around with, too.

And yes, you can make calls on the Galaxy Nexus. Its thin body and curved screen make it comfortable to hold against your ear, and calls generally sounded good.

Sadly, high-speed networks guzzle battery power like a milkshake, so I wasn't able to spend a ton of time using the device on a single battery charge.

The phone Google loaned me to test was a version that works with AT&T or T-Mobile, so I couldn't test its speed or battery life with the carrier actually selling it in the U.S., Verizon, or with its high-speed 4G network.

Using both T-Mobile's standard 3G and speedier HSPA+ networks, at least, I got about three hours and 15 minutes out of the Galaxy Nexus for surfing the Web, streaming a movie, sending instant messages, chatting on the phone and other activities. The phone got quite warm with all this use. Over Verizon Wireless' 4G LTE network, it's possible that the phone's battery would drain even faster if you're doing a lot of downloading.

Another bummer: Verizon is blocking the Galaxy Nexus from supporting Google Wallet, which is supposed to allow the phone to be used to buy items in some stores by tapping it to payment terminals.

Generally, though, the Galaxy Nexus is a well-rounded smartphone that serves up a noticeably freshened-up version of Android with sleek hardware. Delicious, indeed.

Tension simmers in blockaded China village after land protest (Reuters)

HONG KONG (Reuters) ? Thousands of residents of a south China village rallied on Wednesday in defiance of police who sealed off the area to contain a long-running feud over land grabs and anger over the death of a village leader in police custody.

The death of Xue Jinbo, 42, fanned tension in the small pocket of export-dependent Guangdong province and came after riot police fired water cannons and tear gas on Sunday to disperse thousands of stone-throwing villagers on the coast of the booming province.

Residents of Wukan village say hundreds of hectares of land have been acquired unfairly by corrupt officials in collusion with developers.

Anger in the village finally boiled over this year after repeated appeals to authorities over recent years to do something.

Relatives of Xue said he was the victim of police brutality and his body showed heavy bruising and other signs of abuse. They have rejected official accounts that he died of a cardiac arrest after being interrogated on December 9 and 10.

"The case is under further investigation," Zheng Yanxiong, the Communist Party boss of Shanwei city, which oversees Wukan village, was quoted as saying by the official Xinhua news agency.

"The government will strive to settle all related problems and hopes that the village will not be instigated into staging further riots."

Human rights group Amnesty International called for an immediate and independent investigation into Xue's death, adding that China was failing to protect citizens from forced eviction.

"Contrary to international human rights law and standards, Chinese citizens rarely have an opportunity for genuine consultation before eviction, rarely receive adequate information on the nature or purpose of the eviction and often receive little or no compensation," the group said in a statement.

The term "Wukan" was blocked on China's Twitter-like microblogging service Weibo on Wednesday.

"SOMETHING TO HIDE"

China's Communist Party leaders face thousands of small protests and riots every year that chip away at its authority at the grassroots. Land disputes are a widespread source of discord.

One expert on unrest, Sun Liping of Beijing's Tsinghua University, estimates there may have been more than 180,000 such "mass incidents" in 2010, nearly double the number often cited by academics and government experts.

According to a witness, villagers at the Wukan rally gathered in front of a poster of Xue and chanted slogans denouncing corrupt officials.

They also pressed for Xue's body to be returned for proper funeral rites, a request that authorities have refused.

"They clearly have something to hide," one resident told Reuters by telephone. "We will continue to fight for justice for Xue's death and we won't back down."

Riot police maintained a tight cordon around the village on Wednesday and barred almost all access to and from the area, while blocking some supplies of food.

Villagers have built makeshift defenses including cooking gas canisters and nail boards on roads leading into the village to guard against what many fear will be another imminent police crack down and wave of arrests.

"We beg the central government to save us," said another villager by phone. "Everything is black now."

'Matrix'-style learning cements new skills in brain

Hollywood science fiction stories such as "The Matrix" and "Inception" have suggested how virtual worlds or dreams could manipulate human learning or create new memories. Now, a new experiment has shown how scientists could someday implant new skills or memories in the waking life ? without people even being aware of what they're learning.

Traditional learning has always required conscious effort and practice ? whether it's dribbling a basketball or playing the piano ? so that the physical or mental practice translates into certain brain activities repeated again and again. But U.S. and Japanese researchers found that just repeating the related brain activity in the head can allow people to improve performance on certain skills.

"It can 'incept' a person to acquire new learning, skills or memory, or possibly to restore skills or knowledge that has been damaged through accident, disease or aging, without a person?s awareness of what is learned or memorized," according to the new study.

The researchers used fMRI brain scans to first identify patterns of brain activity related to seeing a visual shape oriented in three different directions. They then trained volunteers to activate brain-activity patterns related to one of the three shape orientations, but masked the learning behind an arbitrary task by asking the volunteers to try making a green disc appear bigger on a computer screen.

The size of the green disc was linked ? without the volunteers knowing ? to activating the correct brain-activity pattern. Volunteers were free to randomly try all sorts of different ways to concentrate their minds, such as remembering scenes from a famous animated film or simply trying to imagine a bigger green disc.

Once trained, the volunteers took a new series of tests aimed at consciously identifying the orientation of visual shapes. They performed better at visually identifying the orientations related to the brain-activity patterns that they had unconsciously learned.

"The most surprising thing in this study is that mere inductions of neural activation patterns corresponding to a specific visual feature led to visual performance improvement on the visual feature, without presenting the feature or subjects' awareness of what was to be learned," said Takeo Watanabe, a neuroscientist at Boston University.

The experiment has only worked for training the early visual cortex ? a back part of the brain that recognizes patterns as well as moving and non-moving visual objects. But the 'fMRI neurofeedback method" developed in the study might eventually work for different types of memory skills, learning muscle movements for sports, or rehabilitation after a serious injury.

"In theory, hypnosis or a type of automated learning is a potential outcome," said Mitsuo Kawato, director of the ATR Computational Neuroscience Laboratories in Kyoto, Japan.? "However, in this study we confirmed the validity of our method only in visual perceptual learning. So we have to test if the method works in other types of learning in the future."

Kawato also cautioned that researchers must avoid using the method in an "unethical way." Presumably they're still OK with Neo learning kung fu or Trinity getting the pilot skills to fly a helicopter.

The study is detailed in the Dec. 9 issue of the journal Science.

AP source: Big East set to add Boise St, 4 others (AP)

NEW YORK ? The Big East's long-awaited additions are set, with more rebuilding to come.

The conference is preparing to announce the additions of Boise State and San Diego State as football-only members and Houston, Central Florida and SMU for all sports as soon as Wednesday, a person with knowledge of the situation told The Associated Press. The five schools will join in 2013.

The person spoke Tuesday on condition of anonymity because details were still being worked out with the schools and plans for an announcement were being completed.

The Big East has been trying to rebuild as a 12-school football conference since Syracuse and Pittsburgh announced they would be moving to the ACC and West Virginia announced it was leaving for the Big 12. TCU also reneged on a commitment to join the Big East and instead accepted an invite to the Big 12.

The Star-Ledger in New Jersey first reported the Big East was on the verge of making the additions.

The Big East has also been pursuing Navy and Air Force as football-only members, but the military academies are not yet ready to commit to the conference, the person said.

While the Big East is finally about to expand, it's still very much a league in flux.

Commissioner John Marinatto has pledged to hold Syracuse, Pittsburgh and West Virginia to the league bylaws and keep the schools in the Big East for two more football seasons. Syracuse, Pitt and the ACC have said they would like to move on as soon as possible, but are not challenging the Big East's rules.

West Virginia is. The school has sued the Big East and wants to join the Big 12 in 2012. The Big 12 needs a replacement for Missouri, which next year is headed to the Southeastern Conference, to have the 10 members it needs to meet the conditions of its television contracts.

"I think what John Marinatto just did, he should get a substantial raise for what he just accomplished," Louisville coach Rick Pitino said. "Getting Boise State. Getting Houston, SMU. I think that is as good of a job for a commissioner with his back against the wall as I've seen since I've been in athletics. The teams you lost aren't as good in football as the teams you're bringing in."

The Big East is in an even trickier situation. It has contract requirements to meet next season, as well, plus it will begin negotiating a new TV deal in 2012.

Houston, SMU and UCF play in Conference USA and the notification date for those schools to switch leagues next year has passed. Boise State is in its first season as a member of the Mountain West Conference, where San Diego State also competes.

CBSSports.com reported Boise State will place its other sports teams in the Western Athletic Conference, a league it left after last season, and that San Diego State's other teams will compete in the Big West.

It would cost Boise State and San Diego State millions of dollars more to join the Big East in 2012 than in 2013.

So the Big East could be headed into next season with three lame duck teams. And even with the upcoming additions, it still does not have 12 teams committed to the league for 2013.

The Big East eventually wants to have two divisions of six teams and be able to hold a conference title game.

The grand plan is to have Boise State, San Diego State, Houston, SMU and possibly current member Louisville in the west division. The east division would have current members South Florida, Rutgers, Connecticut and Cincinnati, along with UCF.

The Big East is hoping that Air Force can round on the west and Navy the east. But, for now, that's still just a plan.

Boise State and other schools ready to join are hoping the strange geographic pairing will lead to increased television revenue and more access to the Bowl Championship Series and its big payouts.

The Big East pursued BYU as a western partner for Boise State, but when those talks fell through because of BYU's desire to hold the TV rights to its home games, the league directed its attention to San Diego State.

San Diego is 3,067 miles away from the Big East office in Providence, R.I.

The Big East, which has thrived for years as one of the nation's best basketball leagues, has eight schools that do not play football in the league: Providence, St. John's, Georgetown, Marquette, DePaul, Notre Dame, Seton Hall and Villanova.

"The Big East has been the No. 1 conference in all of basketball, obviously, by the amount of bids," Pitino said. "Now, have you made basketball stronger? No. You're not replacing Syracuse and Pittsburgh, so my hope is that they'll go out there and get a Temple or a Memphis to keep basketball strong."

OneReceipt is a better option in that department because it takes the concept a bit further, but Slice one killer feature that OneReceipt doesn't: package tracking. Slice also provides notifications for when a price drops and you are still within a price adjustment window from a particular merchant. Since there's really no harm in using both, that's what I'm doing at the moment. OneReceipt is where I'll go for my receipts and spending analysis. (Turns out I did a good job of cutting back this year, woo hoo!) Slice is where I'll go for package tracking, since it pulls everything from my email so I don't even have to bother entertaining tracking numbers. Critics: 'Tough' sheriff botched sex-crime cases (AP)

EL MIRAGE, Ariz. ? The 13-year-old girl opened the door of her home in this small city on the edge of Phoenix to encounter a man who said that his car had broken down and he needed to use the phone. Once inside, the man pummeled the teen from behind, knocking her unconscious and sexually assaulting her.

Seven months before, in an apartment two miles away, another 13-year-old girl was fondled in the middle of the night by her mother's live-in boyfriend. She woke up in her room at least twice a week to find him standing over her, claiming to be looking for her mother's cell phone.

Both cases were among more than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 ? including dozens of alleged child molestations ? that were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases.

In El Mirage alone, where Arpaio's office was providing contract police services, officials discovered at least 32 reported child molestations ? with victims as young as 2 years old ? where the sheriff's office failed to follow through, even though suspects were known in all but six cases.

Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants.

The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue.

Arpaio's office refused several requests over a period of months to answer questions about the investigations and declined a public records request for an internal affairs report, citing potential disciplinary actions.

Brian Sands, a top sheriff's official who is in charge of the potential discipline of any responsible employees, was later made available to talk about the cases. He declined to say why they weren't investigated. "There are policy violations that have occurred here," Sands said. "It's obvious, but I can't comment on who or what."

Sands said officers had subsequently moved to clear up inadequately investigated sex-crimes in El Mirage and elsewhere in the county. He said leads were worked if they existed and cases were closed if there was no further evidence to pursue.

Arpaio's office was under contract to provide police services in El Mirage as the city struggled with its then dysfunctional department. After the contract ended and El Mirage was re-establishing its own police operation, the city spent a year sifting through layers of disturbingly incomplete casework.

El Mirage Detective Jerry Laird, who reviewed some the investigations, learned from a sheriff's summary of 50 to 75 cases files he picked up from Arpaio's office that an overwhelming majority of them hadn't been worked.

That meant there were no follow-up reports, no collection of additional forensic evidence and zero effort made after the initial report of the crime was taken.

"I think that at some point prior to the contract (for police services) running out, they put their feet on the desk, and that was that," Laird said.

Arpaio acknowledged his office had completed an internal probe into the inadequate investigations, but said, "I don't think it's right to get into it until we get to the bottom of this and see if there's disciplinary action against any employees."

A small number of cases from El Mirage were handed over to prosecutors, but the El Mirage Police Department said most were no longer viable ? evidence dating as far back as 2006 had grown cold or wasn't collected in the first place, victims had either moved away or otherwise moved on.

Bill Louis, then-assistant El Mirage police chief who reviewed the files after the sheriff's contract ended, believes the decision to ignore the cases was made deliberately by supervisors in Arpaio's office ? and not by individual investigators.

"I know the investigators. I just cannot believe they would wholesale discount these cases. No way," Louis said. "The direction had to come (from) up the food chain."

Louis said he believes whoever made the decision knew that illegal immigrants ? who are often transient and fear the police ? were unlikely to complain about the quality of investigations. He said some cases also involved families here legally.

El Mirage paid the sheriff's office $2.7 million for a wide range of police protection from 2005 through mid-October 2007, after the city's police department had been criticized in an audit as poorly organized, loosely supervised and mismanaged.

Although a small number of El Mirage officers continued working there during the period, Arpaio brought in patrol officers and detectives and managers who ran the department.

El Mirage police files obtained by The Associated Press through public records requests establish a pattern of sex-crimes not actually being investigated after the crimes were reported to Arpaio's office.

In April 2007, a 3-year-old girl was reported molested by her father, an illegal immigrant who cared for the child while her mother was at work. When the mother confronted her husband about the abuse, he cried and swore he'd never do it again.

Yet a few days later, the mother noticed more signs of sexual abuse on her daughter and called for help. After the initial report, that help didn't come.

The string of unresolved cases left Elizabeth Ditlevson, deputy director for the Arizona Coalition Against Domestic Violence, shaking her head. "My impressions were anger at the system and concern for the people whose cases weren't addressed," she said.

According to both Sands and Scott Freeman, a sheriff's official who heard complaints from then-El Mirage Police Chief Mike Frazier about the quality of the sex-crimes investigations, more than 400 cases countywide had to be reopened. Freeman told outside investigators examining alleged managerial misconduct at Arpaio's office that a number of arrests were made in the reopened cases.

The April 2011 report on alleged managerial misconduct said the sheriff's internal effort to determine what had gone wrong with the sex-crimes investigations was twice derailed.

One delay occurred when the male sheriff's official leading the inquiry was accused of sexual harassment ? this by a female supervisor whose portfolio included some of the mishandled cases, according to the report.

Another internal affairs investigation, launched in May 2008, was stopped after the investigator was pulled away at the direction of David Hendershott, then the top aide to Arpaio, to help with another matter. The internal probe was reopened in December 2010 while Hendershott was on medical leave, according to the 2011 summary.

Hendershott's account conflicted with others.

Hendershott, who has since resigned amid separate misconduct allegations and declined a request by the AP to comment, told investigators the internal affairs inquiry was still in progress when he went on medical leave in 2010.

Still, Hendershott told investigators that the El Mirage Police Department had good reason to be upset about the sex-crimes handled by the sheriff's office.

The report of the 13-year-old who had been inappropriately touched by her mother's live-in boyfriend had been faxed to one of Arpaio's investigators. El Mirage police, who were given back the case about 11 months later, learned that it hadn't been worked.

When El Mirage police finally tracked down the mother, she said her boyfriend had moved out and that she no longer had contact with him. She and her daughter were in counseling and didn't want to bring the case to court.

In their follow-up on the case of the 13-year-old attacked by the man claiming to have a broken car, El Mirage police discovered Arpaio's office hadn't interviewed the victim.

An El Mirage detective went to the girl's home just off the city's main drag. The girl's uncle said she and her mother weren't around and took the investigator's card with a promise to ask them to call.

The mother never called back. She and her daughter's whereabouts are unknown.

The case of the molested 3-year-old was returned to El Mirage police unworked five months after the initial report. The family's beige tract home was deserted, the phone disconnected.

Over 30,000 U.S.-based cellphone users were surveyed recently and an interesting statistic was discovered: About one in ten was an iPhone user. How do you like them Apples?

Not only that, but in the three month period ending October 2011, research firm ComScore reports? that Apple was the only brand in the top 5 to have an increase in its user base.?Apple users?amount to 10.8 percent of total U.S. mobile subscribers. This number is up?by 1.3 percent since last quarter.

Considering that Apple only has one device on the market?? the iPhone?? the indication is that one in ten folks is walking around with some generation of that particular gadget in his or her pocket.

Apple's piece of the pie is still smaller than its competition however: There were about 234 million cellphone users in America (assuming that we're only counting those over the age of 13).?Of those folks, 25.5 percent used mobile devices made by Samsung, 20.6 percent were LG users, 13.6 percent rocked Motorola devices and 6.6 percent were using RIM gadgets.

All of those numbers are lower than the prior quarters ? except for Samsung's, which remained unchanged.

It's worth noting that when it comes to mobile operating systems rather than device manufacturers, Android?? Google's counterpart to Apple's iOS?? has seen an overall increase in users as well.

Lady Gaga's 'Marry The Night' Video Will Be 'Perfect'

Have you RSVP'd for Lady Gaga's wedding yet? On Thursday (December 1), Gaga will make it official with all things nighttime when she premieres her self-directed video for her track "Marry the Night." Shot in Gaga's hometown of New York City in October, previews have shown that in Gaga's world, anything can happen, including vintage-feeling trips to the psych ward and "Fame"-esque dance numbers.

When MTV News caught up with some of Gaga's Little Monsters outside of Barneys in New York City, they weighed in on what they thought might go down in Mother Monster's latest video.

"I had some inside info ... lots of explosions, lots of hair, lots of makeup, lots of symbolism, lots of Gaga," Catherine Lloyd dished. "It's gonna be perfect."

Kyle Larkins has no doubt that the video will be all Gaga all the time. "I have no idea what to expect from the 'Marry the Night' video. It's Gaga," he said. "She's crazy in all wonderful ways, so I'm looking forward to see what she's going to come up with." "My expectations are that it's going to be over-the-top," Alisa Lopez added. "She derives most of her inspiration from, well, her videographical inspiration — from Michael Jackson's videos, Madonna's videos — so I'm expecting it'll be longer than 10 minutes."

While no one but Gaga knows what will happen in the video until it drops, Vanity Fair was on set during filming, and Gaga described it as "autobiographical," adding that she's "getting ready to relive the worst day of my life" in the clip. Shot on the day when Gaga was wheeled through a hospital on a gurney, she added that "it's chaotic and sad. But I don't want it to be safe." The scene reportedly is based on a situation in her real life.

Fan Amy Guerra made this guess about the video: "I'm expecting Gaga to reveal some stuff that we don't know about her. ... I am really excited to see it because I'm a big fan of her and I know she'll just meet my expectations."

South Africa launches new drive to cut HIV infection (Reuters)

CAPE TOWN (Reuters) ? South Africa wants to cut new HIV infection rates by at least 50 percent within five years as it seeks to build on recent successes following years of failing to tackle AIDS and increased mortality, President Jacob Zuma said on Thursday.

Former President Thabo Mbeki was widely criticized for failing to take the AIDS epidemic seriously, leaving South Africa with one of one of the world's biggest HIV infected populations.

But the country has since made strides in tackling the pandemic, with a 50 percent reduction in the transmission of HIV from mothers to children seen between 2008 and 2010 due to greater access to life-saving antiretroviral drugs.

More than 13 million people were tested for the virus since April last year in a rigorous status awareness campaign.

"Indeed, we have achieved a lot in the fight against HIV and AIDS as South Africans, and also globally," Zuma said in a World Aids Day speech, before launching the country's second AIDS masterplan to run from 2012 to 2016.

The National Strategic Plan aims, among other goals, to reducing new HIV infections by at least a half, slash the number of tuberculosis infections and related deaths by a similar margin and have at least 80 percent of eligible patients on antiretroviral treatment.

"We cannot afford to deal with HIV and TB separately," Zuma said, adding the new emphasis, missing in the first program, was necessary given the high rate of co-infection between the two diseases.

The new plan also identifies sexual violence and intimidation against women as a key factor in the spread of

HIV/AIDS.

"Recent research in South Africa shows that we could prevent HIV infections in young women if they were not subjected to violence or intimidation by their partners," Zuma said.

On the day Chicago?s first lady announced that she had breast cancer in 2002, Linda Borton of Arlington Heights started her chemotherapy treatments for the same affliction.

Though Borton, a health executive, didn?t know Maggie Daley, she knew they were going through a shared traumatic experience, and immediately felt a kinship with this strong, positive woman.

?I knew I certainly was not alone,? Borton said, as she reflected on Daley?s death Thursday evening from complications of that cancer. ?I wanted to write her a note, just to say I?d been diagnosed myself and to try to send her some words of encouragement.?

Just A Small Bump |Closed|

When the doorbell rang, Elle-May glanced up to see Aiden hurrying for the door. Aiden looked at her. "Smiling is always a good thing." Aiden said before continuing to the door. Ellie just glanced back at Charlie, who was watching her curiously. Aiden unlatched the door and it swung open, his eyes landing on the two people standing there. "Hi guys!" Aiden grinned. "How are you?" He asked, ushering them inside. Closing the door behind him, his eyes flickered back to them. "You know the usual, there are cookies on the table and lemonade in the fridge." He laughed a little. A squeal from then other room alerted his attention. "Oh and Ellie and Charlie are in the living room, playing." Aiden nodded. "Well more like Charlie is giggling and Ellie is just lying there." He shrugged. "And I tried to get Ellie out of her pajamas but she didn't want too." He said in a hushed tone before walking to the living room. "Ellie, they are here!" He said, his voice soft. Ellie glanced up at him and her eyes drifted to Scout & Frankie. "Hi." She managed a smile which lasted for a few seconds before she turned her attention back to Charlie. Charlie had other plans and she wobbly pulled herself up, hurrying over to them as fast as she could. She beamed at them, swaying on the spot a little.
